Samenvatting

Het RIVM heeft voor de perfluorverbinding PFOS milieurisicogrenzen afgeleid in grond en grondwater. Deze waarden zijn nodig om de meetresultaten bij een bodemsaneringsproject in Nederland te kunnen interpreteren. PFOS is een stof die giftig is voor mens en milieu, zeer slecht afbreekt, en zich bovendien ophoopt via de voedselketen. Productie en gebruik, zoals in blusschuim, van de stof zijn inmiddels sterk aan banden gelegd via diverse (inter)nationale beleidskaders. Het RIVM doet voorstellen voor het maximaal toelaatbaar risiconiveau (MTR), ernstig risiconiveau (ER) en verwaarloosbaar risiconiveau (VR). De berekeningen zijn uitgevoerd met beperkt beschikbare informatie. Milieurisicogrenzen richten zich op verschillende beschermingsdoelen c.q. blootstellingsroutes: (grond)water-/bodemorganismen, doorvergiftiging en mens. Als algemeen uitgangspunt geldt dat de laagste waarde de uiteindelijke milieurisicogrens bepaalt. Voor grondwater is dat de directe PFOS-blootstelling van (grond)waterorganismen (MTR: 23 nanogram per liter). Voor grond is dit de route doorvergiftiging via voedsel: vogels en zoogdieren die bodemorganismen eten (MTR: 3,2 microgram per kilogram grond). Met de huidige gegevens kon geen risicogrens voor grond worden afgeleid die risico's van de consumptie van groente, melk en vlees voor de mens uitsluit. Mogelijke risico's voor de mens door het gebruik van grondwater voor de drinkwatervoorziening konden wel worden meegenomen.

Abstract

RIVM has derived environmental risk limits for the perfluorinated compound PFOS in soil and groundwater. The values are needed for the interpretation of monitoring data in a current soil decontamination case in the Netherlands.
PFOS is a persistent substance that is toxic for man and environment. On top of that it strongly accumulates via the food chain. Production and use, for example fire extinguisher foams, of PFOS is severely restricted through various (inter)national policy frameworks. RIVM has made proposals for the maximum permissible concentration (MPC), the serious risk concentration (SRC) and the negligible concentration (NC). The derivation is based on a limited amount of information.
Environmental risk limits focus on different protection goals and exposure routes: (ground)water/soil organisms, predators (food chain) and man. In general the lowest value then determines the overall risk limit. The exposure of (ground)water organisms is expected to be the most critical route for PFOS in groundwater, resulting in an overall MPC of 23 ng/L. For soil, the accumulation via the food chain is most critical (MPC of 2.3 µg/kg soil). With the available data no soil risk limits could be derived covering the consumption of vegetables, milk and meat by man. Potential human risks from the use of groundwater abstracted for drinking water are taken into account.
