Samenvatting

Het RIVM heeft geïnventariseerd welke risico's er nu en in de toekomst zijn voor de waterkwaliteit bij de bronnen voor drinkwater, en welke maatregelen landelijk mogelijk zijn om deze risico's te beperken. Behalve de risico's die in 2013 zijn aangegeven, is er zorg over de voortgang van de programma's waarin de afspraken over de benodigde maatregelen staan uitgewerkt (uitvoeringsprogramma's). De risico's zijn gebaseerd op de zogeheten gebiedsdossiers voor drinkwaterwinningen. Hierin brengen gemeenten, provincies, drinkwaterbedrijven en waterbeheerders risico's voor de waterkwaliteit in kaart, zodat tijdig effectieve maatregelen kunnen worden genomen. Sommige maatregelen kunnen beter niet lokaal maar landelijk voor alle winningen worden opgepakt. Deze kunnen dan in de Nota Drinkwater worden opgenomen of ingebracht in de plannen voor de Europese Kaderrichtlijn Water (KRW). Voorbeelden van risico's en maatregelen Een van de risico's is dat verschillende normenkaders, zoals de Drinkwaterwet en de Wet bodembescherming, niet altijd goed op elkaar aansluiten. Hierdoor kunnen verschillende percepties ontstaan over de noodzaak om maatregelen te treffen, wat de bescherming van bronnen kan belemmeren. Het ministerie van Infrastructuur en Milieu (IenM) onderzoekt momenteel hoe deze afstemming kan worden verbeterd. Verder is het milieubeschermingsbeleid vaak onvoldoende verankerd in lokaal ruimtelijk beleid. Hierdoor kan er onvoldoende aandacht zijn voor de bescherming van drinkwaterbronnen als nieuwe ruimtelijke activiteiten worden ontwikkeld. Bij veel uitvoeringsprogramma's is de actualisatie van lokale bestemmingsplannen als maatregel opgenomen. Aandachtspunten De regiehouders (provincies) zijn voortvarend aan de slag gegaan en hebben voor alle kwetsbare grondwater-, oevergrondwater- en oppervlaktewaterwinningen gebiedsdossiers opgesteld. Van de niet-kwetsbare winningen moet, volgens planning, nog een aantal dossiers worden opgesteld. Voor ongeveer de helft van de winningen zijn inmiddels uitvoeringsprogramma's opgesteld. De zorg bestaat of de overige uitvoeringsprogramma's op tijd klaar zijn om te worden meegenomen in de plannen voor de KRW voor de periode 2015-2021. Ook is nog niet duidelijk of alle maatregelen specifiek genoeg zijn om de gewenste waterkwaliteit te behalen.

Abstract

The National Institute of Public Health and the Environment (RIVM) has evaluated the current and future risks for the water quality of drinking water resources and the measures that could be initiated on a national scale in order to reduce these risks. In addition to the risks identified in the mid term review in 2013, the progress on the formulation of programs of measures is a point of concern.

The risks have been based upon a so-called drinking water protection file. In this file, local authorities, provinces, drinking water companies and water authorities assess the current and future risks for the quality of the extracted water. This information enables adequate and timely measures to be taken. Some measures should preferably not be taken on local scale but on a national scale where all abstractions could benefit. These could then be incorporated into the Dutch Drinking Water Memorandum or the River Basin Management Plans (RBMPs) for the European Water Framework Directive (WFD).

Examples of risks and measures
One of the risks identified is that different acts, such as the Drinking Water Act and the Soil Protection Act, conflict in some cases. This can result in conflicting views on the necessity of taking measures, which can detract from the protection of drinking water resources. At this moment, the Ministry of Infrastructure and the Environment is investigating how the interaction of these acts can be improved. Furthermore, the environmental protection policy has often insufficiently been anchored in local spatial plans. Therefore, there could be a lack of focus on the adequate protection of drinking water resources when developing new spatial planning activities. To bring the spatial plans up to date a measure is incorporated into many programs of measures.

Points of attention
The provinces, directors of this process, have started energetically and have set up current drinking water protection files for all vulnerable sources of ground water, river bank filtration and surface water. According to planning, some of the files for non-vulnerable sources are still being set up. For about half of the resources a program of measures has been set up. There is concern whether the other programs of measures will be set up in time in order to be incorporated into the RBMPs for 2015-2021. It is also unclear whether all measures are sufficiently specific to meet the water quality objectives.
