Samenvatting

Het RIVM heeft een systeem ontwikkeld dat aangeeft in hoeverre de luchtkwaliteit op een bepaald moment van de dag van invloed is op de gezondheid. Deze informatie biedt de mogelijkheid om de blootstelling aan luchtverontreiniging zo veel mogelijk te beperken. Mensen met een chronische aandoening, zoals astma of COPD, kunnen bijvoorbeeld beslissen om zich bij een bepaalde mate van luchtvervuiling minder in te spannen, of activiteit te verplaatsen naar een moment van de dag waarop de luchtkwaliteit beter is. Bij ernstige luchtvervuiling zijn de informatie en de handelingsperspectieven relevant voor de hele bevolking. Het systeem bestaat uit een index met de concentraties van stoffen in de lucht. Het gaat om twee vormen van fijn stof (PM10 en PM2,5), ozon en stikstofdioxide (NO2). De informatie hierover is gebundeld tot één getal, dat met behulp van kleuren vier gradaties van de luchtkwaliteit weergeeft. Deze classificatie is gebaseerd op kennis over de gezondheidseffecten van deze stoffen. De index is ontwikkeld naar aanleiding van de vraag van de GGD'en of de informatie in de bestaande luchtkwaliteitsapp van DCMR, GGD Amsterdam en het RIVM beter kan worden geduid. Ook is er behoefte aan begrijpelijke handelingsadviezen voor de gebruikers. De adviezen kunnen worden meegenomen in een nieuwe versie van de app, en op de website van de luchtmeetnetten. Bovendien zal de informatie dienen als input voor de nieuwe smogregeling, die in de loop van 2015 wordt opgesteld.

Abstract

The report describes a methodology to design an air quality index for the public health impact of air pollution based on daily peak values of four air pollutants. This information can be helpful to limit the exposure to air pollution on a personal basis. People suffering from chronic respiratory diseases like asthma or COPD, may restrict their activities based on expected high levels of air pollution or postpone their activities to a better moment. At severe air pollution situations health messages can be relevant for the whole population. The methodology consists of an air quality index for air pollution concentrations. This information is provided for two measures of particulate matter (PM10 and PM2.5), ozone (O3) and nitrogendioxide (NO2). Information on the separate components is joined in one number, which is classified in a four coloured gradation. The classification is based on the knowledge of the health effects of the individual components. The air quality index is developed because of questions from municipal health services on how to interpret the information presented in the current air quality app of DCMR, GGD Amsterdam and RIVM. In addition, there was a need for better health messages for users of the app. The improvements can be implemented in a new version of the air quality app and displayed on the website of the three air quality networks. For better use of the index and app in the future, it is recommended to improve detailed air pollution modelling and to add soot as an additional component to the app. The acquired knowledge in this project will be used as input for a new warning system for smog-episodes, which will be worked out during 2015.
