On this website you can find information and documentation about the EMTOC system. EMTOC is currently available for submission in Belgium (BE), the Netherlands (NL), Germany (DE) and Austria (AT). The EMTOC system is operated by the Trust Centre.

EMTOC (Electronic Model Tobacco Control) is a European web application which enables safe submission of the lists of tobacco ingredients to the concerned authorities. EMTOC is in accordance with the EU practical guide and the European Directive 2001/37. The data submitted to EMTOC is only accessible to national authorities (regulators) and the European Commission. The national authorities of a Member State have only access to data submitted to their corresponding Member State.
EMTOC Trust Centre (e-mail EMTOC Trust Center), hosted by RIVM, has been authorized by EMTOC Member States to grant access to EMTOC to companies that have been approved by the regulator.
For access to EMTOC, the reporting party applies to the competent authority (regulator) of all Member States to which tobacco ingredient lists will be submitted. The procedure is described briefly below. For more detailed information on this procedure see information for emtoc users
a. Sign the user agreement and send the
form by regular post or as PDF to the regulator of the
concerned Member State (List of
addresses).
b. Fill out the
contact details webform.
c. Transfer the
administrative costs (not
applicable for AT and BE) to the Trust Centre. Your application
will only be processed after the administration fee has been
received.
d. If your application has been approved, the EMTOC Trust Centre
will grant you access to the EMTOC system. All necessities
like login codes and smart card will be sent to
you by post.
You can upload the tobacco
ingredient lists via the EMTOC-database in two different ways:
1. Manually on-line;
2. Bulk upload via xml schemes . If desired, you can use a
Microsoft Excel tool (the
excel2xml tool
(4265Kb)) that
converts excel files into xml schemes. It is important always to
update the catalogs before uploading the data.
If you wish to practice first with data upload, you can upload 'fictive' data in the training site EMTOC. You also can practice offline with a tool. These uploaded data will NOT be assessed by the regulator.
