English Abstract
RIVM has examined whether the estimates of the national number of visits to Emergency departments (ED) on the basis of the Injury Surveillance System LIS reflect the actual number of ED visits. Thereto LIS-data are compared to data from the DBC Information System (DIS). DIS is a registration system for hospital care, including ED care, that is used by all Dutch hospitals.

LIS-data appear to reflect the actual number of ED visits. This is especially true for the total number of ED visits, where no distinction is made between ED visits because of injury or (non-)acute conditions. The LIS estimates of the national number of ED visits for injuries alone are slightly below the numbers based on DIS-data. For a better understanding of this difference, the estimation method employed by LIS needs to be more transparent. Details of this method are not published.

The current study was commissioned by the Ministry of Health, Welfare and Sport. LIS is an important source of information for the injury prevention policy of this ministry and other ministries. LIS-data are more specific than DIS-data, among other things regarding the cause of the injury and the circumstances in which it is sustained. In addition, LIS allows follow-up research into for instance the long-term effects of injury

LIS is an injury surveillance system of the Consumer Safety Institute (VeiligheidNL), a foundation that monitors injuries in The Netherlands and develops programs to promote safe behavior. At the time of this study 14 of the 94 Emergency departments with 24/7 opening hours participated in LIS. The hospitals participating in LIS register patients who use ED services, including victims of an accident, violence or selfharm. VeiligheidNL uses LIS among other things to estimate the national number of injury victims treated at EDs.

Het RIVM heeft onderzocht of de schattingen van het landelijk aantal bezoeken aan Spoedeisende Hulp (SEH) afdelingen op basis van het zogeheten Letsel Informatie Systeem (LIS) een goed beeld geven van het werkelijke aantal SEH-bezoeken. Hiervoor zijn de LIS-gegevens vergeleken met gegevens afkomstig van het DBC-Informatiesysteem (DIS), het systeem dat alle Nederlandse ziekenhuizen gebruiken voor de registratie van spoedeisende hulp en alle andere vormen van ziekenhuiszorg.

De LIS-gegevens lijken het werkelijke aantal SEH-bezoeken goed weer te geven. Dit geldt vooral voor het totaal aantal SEH-bezoeken, dus waarbij geen onderscheid gemaakt wordt tussen letsel en acute ziekten en aandoeningen. De schattingen van het aantal bezoeken voor uitsluitend letsel liggen iets onder de DIS-gegevens. Om de reden van het verschil tussen de bestanden beter te kunnen begrijpen, is meer inzicht nodig in de gebruikte schattingsmethode van het LIS. De details hiervan zijn niet gepubliceerd.

Het onderzoek is in opdracht van het ministerie van VWS uitgevoerd. Het LIS is een belangrijke informatiebron voor het letselpreventiebeleid van het ministerie van VWS en andere ministeries. De informatie uit het LIS is specifieker dan de DIS-gegevens, onder andere over de oorzaak van het letsel en de situatie waarin het is opgelopen. Daarnaast maakt het LIS het mogelijk om vervolgonderzoek te doen, zoals naar het beloop van het letsel.

Het LIS is de letselregistratie van de stichting VeiligheidNL, die letsels in Nederland monitort en programma's ontwikkelt om veilig gedrag te bevorderen. Aan het LIS namen tijdens het onderzoek 14 van in totaal 94 SEH's deel die 24/7 open zijn. De deelnemende ziekenhuizen registreren patiënten die worden behandeld op een SEH-afdeling, onder wie slachtoffers van een ongeval, geweld of zelf toegebracht letsel. VeiligheidNL gebruikt het LIS onder meer om landelijke schattingen te maken van het aantal op SEH-afdelingen behandelde letselslachtoffers.
