English Abstract
The National Institute for Public Health and the Environment (RIVM) reports annually on its Strategic Programme (SPR), formerly referred to as RIVM Strategic Research (SOR). The report is intended to notify the RIVM's owner (the Ministry of Health, Welfare and Sport, VWS), the Scientific Advisory Board and interested parties both within and outside RIVM about the programme's content and progress.

The projects are conducted in a four-year cycle, with 2015 being the first year of the 2015-2018 cycle. This report is therefore limited to a brief impression of the spearheads and the themes that transcend them (crosscutting themes). Noteworthy results already achieved in the projects are included in the descriptions.

In addition to the programme being given a new name, its aims have been extended. Like the SOR, the SPR is intended to provide the expertise and quality needed to be able to carry out clients' tasks effectively, today and in the future. There is now also room for innovation and development of expertise. SPR has been launched with 83 projects, organised into six spearheads and the crosscutting themes.

During the start-up year, the multi-year projects will be launched, research fellows recruited, networks activated and new areas explored. Investment is required during this start-up period, particularly for innovation, because new partnerships and methods must be developed. Publications and other tangible results are generally limited during this period.

Rapport in het kort
Het RIVM brengt jaarlijks verslag uit van het Strategisch Programma RIVM (SPR), voorheen het Strategisch Onderzoek RIVM (SOR). Het verslag is bedoeld om de eigenaar (VWS), de Commissie van Toezicht en geïnteresseerden binnen en buiten het RIVM te informeren over de inhoud en de voortgang.

De projecten worden in een cyclus van vier jaar uitgevoerd. 2015 is het eerste jaar van de cyclus 2015-2018. Dit verslag beperkt zich daarom tot een korte impressie van de speerpunten en de thema's die de speerpunten overstijgen (crosscutting themes). Daar waar binnen de projecten al aansprekende resultaten zijn behaald, zijn deze in de beschrijvingen opgenomen.

Het programma heeft niet alleen een nieuwe naam gekregen, ook de doelen zijn verbreed. Net als het SOR is het SPR bedoeld om te voorzien in de expertise en kwaliteit om nu en in de toekomst de taken van de opdrachtgevers adequaat uit te kunnen voeren. Daarnaast is er nu ook ruimte voor innovatie en expertise-ontwikkeling. Het SPR is van start gegaan met 83 projecten, georganiseerd in zes speerpunten en de crosscutting themes.

Gedurende het opstartjaar worden de meerjarige projecten in de steigers gezet, aio's geworven, netwerken geactiveerd en nieuwe terreinen verkend. Vooral voor innovatie vraagt deze startperiode een investering, omdat nieuwe samenwerkingen en methoden moeten worden ontwikkeld. Publicaties en andere concrete resultaten zijn daarin doorgaans nog beperkt.
