English Abstract The program of action on standardization and validation
of measurement methods aims at the availability of validated measurement
methods for environmental legislation. It comprises approximately eighty
projects on the development and validation of measurement methods. The
executive committee of the program of action decided to stimulate the mutual
comparability of the performance of measurement methods by drafting a
normative report on terms, definitions and test procedures for performance
characteristics. The terms, definitions and test procedures are adopted
from or closely related to existing standards and directives. The basic
document for this report is standard NEN 3114. Performance characteristics
given in this report are: detection limit, quantification limit,
repeatability/systematic deviation, linearity, measurement range, accuracy,
precision, reproducibility, selectivity, recovery and drift. This report is
normative for two other programs as well: Accreditation Program Soil
Protection Act and section Performance Characteristics of the terms of
reference of the standardization committee on Leaching Characteristics of
Construction Materials and Solid Waste.

Het Actieprogramma Normalisatie en Validatie van
Milieumeetmethoden beoogt de beschikbaarheid van gevalideerde meetmethoden
voor milieuregelgeving. Het bestaat uit een tachtigtal projecten om
meetmethoden te ontwikkelen en valideren. Om de onderlinge
vergelijkbaarheid van prestatiekenmerken van meetmethoden te bevorderen
besloot de uitvoerende commissie van het Actieprogramma, de commissie
Kwaliteit, een normatief rapport op te stellen van de termen, definities en
testprocedures voor prestatiekenmerken. Bij de keuze van termen, definities
en testprocedures is gestreefd naar nauwe aansluiting met bestaande normen
en voorschriften. Als basisdocument is NEN 3114 gekozen. De geselecteerde
prestatiekenmerken zijn: aantoonbaarheidsgrens, bepalingsgrens,
herhaalbaarheid/systematische afwijking, lineariteit, meetbereik,
nauwkeurigheid, precisie, reproduceerbaarheid, selectiviteit, terugvinding
en verloop. Het document is ook normatief voor het accreditatieprogramma
Wet bodembescherming en voor het onderdeel Prestatiekenmerken van het
Taakstellend Plan van de Normcommissie Uitlooggedrag van Bouwmaterialen en
Afvalstoffen.
