English Abstract On 29 January 2003 the Netherlands Environmental
Assessment Agency (RIVM) in the Netherlands organised a colloquium in
Bilhoven, the Netherlands in cooperation with the Dutch Working Group on
Social Science Research on the Environment and Energy (SWOME). Seven
experts were invited to speak on the theme, 'The European context in
national environmental policy: Differences between design and effectiveness
of the environmental policies in the EU member states and the significance
of this for the Netherlands'. The main conclusions of the speakers:Both
environment and nature policies usually profit from European legislation in
these areas ; Europe already has a strong, and increasing, influence on the
environmental policies of member states; European policy preparation and
decision-making forms an extremely complex and often unpredictable process;
In effect, decision-making in the EU takes place out of view of the Dutch
Parliament; Insufficient focus on the European context of national policy
leads to conflicts and inefficient national policy implementation. The
organisers of the colloquium have advised the Environmental Assessment
Agency to use such reports as the Environmental Balance and Environmental
Outlook to better inform the Dutch Second Chamber on the European context
and to focus more on: Policy trends afoot in Brussels, how the Netherlands
can optimally influence these trends and how other countries are setting up
their environmental policies, and what the Netherlands can learn from
this.

Op 29 januari 2003 werd door het Milieu- en
Natuurplanbureau in samenwerking met de werkgroep Sociaal-Wetenschappelijk
Onderzoek Milieu en Energie (SWOME) een colloquium georganiseerd. Zeven
genodigde sprekers gingen vanuit diverse invalshoeken in op het thema: "De
Europese context van het nationale milieubeleid. Verschillen tussen de
vormgeving en effectiviteit van het milieubeleid in de EU-landen en de
betekenis hiervan voor Nederland". Enkele conclusies van de sprekers
luidden: Natuur en milieu hebben veelal baat bij Europese regelgeving op
deze terreinen. Europa heeft inmiddels een sterke, en toenemende, invloed
op het milieubeleid van lidstaten. De Europese beleidsvoorbereiding en
besluitvorming is een zeer complex en vaak onvoorspelbaar proces. De
besluitvorming in de EU voltrekt zich in feite geheel buiten het zicht van
het Nederlandse parlement. Onvoldoende oog voor de Europese context van het
nationale beleid leidt tot juridische conflicten en een inefficiente
nationale beleidsvoering. Als aanbeveling stellen de organisatoren van de
colloquiumdag dat het Milieu- en Natuurplanbureau de Tweede Kamer beter zou
kunnen informeren over de Europese context door in rapportages als de
Milieubalans en Milieuverkenning meer aandacht te besteden aan: de
beleidsontwikkelingen die in Brussel gaande zijn; de vraag hoe Nederland
die ontwikkelingen optimaal kan beinvloeden; de vraag hoe andere landen hun
milieubeleid inrichten en wat kan Nederland daarvan
leren.
