English Abstract
The present aim of the Coordination Center for Effects (CCE) is to give scientific and technical support to the development of the critical loads and level methodology, in collaboration with the Programme Centres under the Convention on Long-Range Transboundary Air Pollution. Earlier CCE reports concentrated on the development of critical loads for acidity and sulphur which lead to the scientific support of the UN/ECE-protocol on the further reduction of sulfur emissions (see Hettelingh et al., 1991 ; Downing et al., 1993). The contents of the third report does not exclusively deal with critical loads, but also includes material which has been developed over the past two years with respect to related pollutants and multiple effects. Results of the development of land cover maps, which will ultimately enable the assessment of stock at risk due to both direct and indirect impacts, are presented. Preliminary investigations of small scale mapping are included, preliminary results on so-called binding thresholds presented, and progres with the development of critical loads for heavy metals and POPs introduced. The progress made with respect to mapping critical levels for ozone is reported by some National Focal Centers. A detailed description of basic National Focal Center data sent to CCE is provided as well. The status report 1995 is similar to earlier CCE reports with respect to (a) providing methods and maps of recent work using latest data on critical loads for acidity and critical loads for eutrophication, and (b) providing an overview of the results of National Focal Center results.

Het derde rapport van het Coordination Center for Effects (CCE) beschrijft de voortgang die is gemaakt met de wetenschappelijke ondersteuning van multi pollutant-multi effect protocollen in het algemeen, en het komende NOx protocol in het bijzonder. Het onderzoek, waarover wordt gerapporteerd, vindt plaats in het kader van de Convention on Long Range Transboundary Air Pollution van de Economische Commisie van Europa onder de Verenigde Naties. Eerdere rapporten van het CCE beschreven het onderzoek en de resultaten van de critical load benadering ter ondersteuning van het tweede protocol voor de vermindering van zwavel emissies. Dit rapport bestaat uit 4 delen: Part I Status of Maps and Methods: beschrijft (a) resultaten van de nieuwe methodologie waarbij verzuring en vermesting simultaan worden beschreven in zg. Protection Isolines, (b) de achtergronddata en (c) een volledig overzicht van de methodologie. Part II Related Research and Development: omvat onderzoeksmateriaal dat voor toekomstig werk in het UN/ECE kader van belang is, i.e. Europees landgebruik, ruimtelijke schaal van atmosferische deposities en concentraties, een voorstel tot de bepaling van kritische waarden voor biodiversiteit, zware metalen en POPs. De methodiek voor de bepaling van kritische waarden voor zware metalen en aPOPs kan mettertijd worden ingezet bij de ondersteuning van een effect gericht zware metalen en POP protocol. Het gepubliceerde materiaal is in een eerder stadium op CCE workshops (1994 en/of 1995) gepresenteerd. De landgebruikskaarten zijn medio dit jaar door het CCE aan alle National Focal Centers toegestuurd voor kommentaar. Deze kaarten zullen de basis vormen van schattingen van Stock-at-risk. Part III National Focal Center Reports: een belangrijke rol van de RIVM-CCE rapportages is de getuigenis die erin wordt afgelegd van de betrokkenheid van het netwerk van nationale wetenschappelijke instituten. Dit, door het RIVM-CCE ontwikkelde netwerk, breidt zich verder uit (dit jaar 3 nieuwe instellingen) en zal volgend jaar waarschijnlijk worden vervolmaakt met een bijdrage van Zuid-Europese landen. Het netwerk is van groot belang voor de consensus over de toe te passen methoden en aan de UN/ECE geleverde resultaten. Een aantal rapportages bevatten andere dan critical load resultaten en gaan bijv. ook in op de ozone problematiek.
