English Abstract In general, the health of the inhabitants of forty
deprived neighbourhoods in the Netherlands is less good than that of
residents in the rest of the country. This is partly due to the low
socioeconomic status of the inhabitants in these neighbourhoods. However,
not all of the deprived neighbourhoods are worse off than the rest of the
Netherlands. Health was shown to be relatively good in a few of the
neighbourhoods studied. The study was conducted by the National Institute
for Public Health and the Environment (RIVM) and commissioned by the
Ministry of Public Health, Welfare and Sport (VWS).
Besides deprivation in the domains of living, working, learning and growing
up, integration, and safety, health deprivation was also shown to occur in
the forty neighbourhoods studied. It is therefore advisable to also judge
community action plans in these forty neighbourhoods for their effect on
health. The minister for Housing, Communities and Integration appointed
forty deprived neighbourhoods in eighteen Dutch municipalities as special
attention communities for the improvement of their living environment. The
aim is to develop these neighbourhoods into 'strong communities', where
people have good opportunities and want to live.
For this study, survey data was used from a total of 139,048 respondents
from the Housing Demand Survey (2002) and the Netherlands Housing Research
Survey (2006). Four separate health measures were investigated:
self-evaluated health, chronic conditions, limitations in activities of
daily living (ADL) and household activities of daily living (HDL), and
sports participation.

De gezondheid van bewoners van de veertig zogeheten
krachtwijken is over het algemeen minder goed dan de gezondheid van inwoners
van de rest van Nederland. Dit komt onder andere door de lagere
sociaaleconomische status van de inwoners van de wijken. Niet alle
krachtwijken zijn slechter af dan de rest van Nederland. Er zijn ook enkele
krachtwijken waar de gezondheid relatief goed is. Dit blijkt uit een studie
van het RIVM, uitgevoerd in opdracht van het ministerie van Volksgezondheid,
Welzijn en Sport.
Behalve achterstanden op de gebieden wonen, werken, leren en opgroeien,
integratie en veiligheid, hebben de krachtwijken dus ook
gezondheidsachterstanden. Het verdient daarom aanbeveling om de
wijkenaanpak mede te beoordelen op het effect op de gezondheid. Minister
Vogelaar van Wonen, Wijken en Integratie heeft veertig achterstandswijken in
achttien Nederlandse gemeenten aangewezen waar geinvesteerd wordt in het
opknappen van de wijk. Het doel is om deze wijken te ontwikkelen naar
krachtwijken, waar mensen kansen hebben en graag willen wonen.
Voor het onderzoek is gebruikgemaakt van enquetegegevens over 139.048
personen van het Woning Behoefte Onderzoek (WBO) uit 2002 en het Woon
Onderzoek Nederland (WoON) uit 2006. Het RIVM bestudeerde vier
gezondheidsmaten: ervaren gezondheid, langdurige aandoeningen, beperkingen
in algemene dagelijkse levensverrichtingen (ADL) en huishoudelijke
dagelijkse levensverrichtingen (HDL) en sportdeelname.
