English Abstract
This ECHI-2 report (ECHI = European Community Health Indicators) presents a list of indicators in the field of public health. The indicators range from health status (e.g. cancer incidence) through health determinants (e.g. nutrition, air pollution) to preventive actions and health care systems. The list is intended to support public health policies, by providing increasing quality, consensus and uniformity of public health data collection within the 25 EU Member States. The results presented in the report include the following: (1) the ECHI 'long list', which is primarily an inventory of indicators proposed by many expert projects supported by DG Sanco, arranged according to a robust conceptual frame; (2) the concept of 'user-windows' which allows for the interest-oriented selection of subsets of indicators; (3) the ECHI shortlist, which is selected as a subset from the long list for first priority implementation; and (4) a web-based application (ICHI-2, International Compendium of Health Indicators) (www.healthindicators.org) in which the ECHI indicators are listed, along with the indicators used by Eurostat, WHO-Europe (the HFA database) and the OECD (OECD health data). The report is the result of six years work carried out by an expert team from 16 EU Member States and Norway, and representatives from international organisations. Especially the shortlist has been taken up by DG Sanco for stimulating further work in public health information. The data for the shortlist are being presented by DG Sanco on their Europa website. Several Member States use ECHI as a guideline for the development of national health information systems.

Het ECHI-2 rapport (ECHI = European Community Health Indicators) presenteert een lijst van indicatoren voor het gehele terrein van de volksgezondheid. De indicatoren betreffen de gezondheidstoestand (bijv. kankerincidentie), determinanten van gezondheid (zoals voeding, luchtverontreiniging), maar ook preventieve activiteiten en aspecten van het zorgsysteem. De lijst is opgesteld om volksgezondheidsbeleid te ondersteunen, door meer kwaliteit, consensus en uniformiteit te crekren in de gegevensverzameling door de 25 EU lidstaten. De resultaten omvatten de volgende onderdelen: (1) De ECHI lange lijst, vooral een inventaris van indicatoren die zijn voorgesteld door een groot aantal specialistische projecten die zijn gesubsidieerd door DG Sanco. De lijst is geordend in een robuust conceptueel raamwerk.(2) Het 'user-window' concept, voor de selectie van onderwerp-gerichte subsets van indicatoren. (3) De ECHI shortlist, geselecteerd als een subset van de lange lijst, bedoeld als een prioriteitenlijst voor het werk aan harmonisatie van gegevensverzameling en -presentatie. (4) Een web-applicatie (ICHI-2, International Compendium of Health Indicators) (www.healthindicators.org) waarin de ECHI indicatoren zijn opgenomen, naast de indicatoren gebruikt door Eurostat, WHO-Europa (de HFA database) en de OECD (OECD health data). Het rapport is het resultaat van zes jaar werk door een team van deskundigen uit 16 EU lidstaten en Noorwegen, aangevuld met vertegenwoordigers van internationale organisaties. Met name de 'shortlist' is opgepakt door DG Sanco als kader voor het stimuleren van verder werk in de informatievoorziening op het terrein van de volksgezondheid. De gegevens behorend bij de shortlist indicatoren worden door DG Sanco gepresenteerd op de Europa website. Diverse EU landen hebben de ECHI lijst al gebruikt als richtlijn bij het ontwikkelen van nationale gezondheidsinformatiesystemen.
