English Abstract
The working methods of the IHC have been criticised in recent years. The IHC has taken various initiatives to improve the situation. This includes asking the National Institute for Public Health and the Environment (RIVM) to set up a rational model to determine inspection priorities - in short, a 'risk model'. This model should offer opportunities to determine where, of whom, how often, and in what form supervision should take place. The development/working out of this model takes the form of a joint effort of the IHC and the RIVM, and it consists of three phases. This report gives the results of the RIVM investigation in this first phase in which the first version of the risk model has been set up on the basis of the literature. An inventory of information sources has been taken so that a first estimate of their suitability and usefulness for the risk model can be made. The current report is explicitly a starting document.While we could speak especially of 'desk research' in the first phase, in the following phases discussion with those active in the field will be an important element.

Er is de laatste jaren kritiek geweest op de werkwijze van de Inspectie voor de Gezondheidszorg (IGZ). IGZ heeft diverse initiatieven genomen om in de situatie verbetering te brengen. In dat kader is aan het RIVM gevraagd een beredeneerd en bij voorkeur 'data-driven' model te ontwikkelen wat als basis kan dienen voor de toezichtstrategie van IGZ, kortweg een 'risicomodel'. Dit model zou handvatten moeten bieden om te bepalen waar, op wie, met welke frequentie en in welke vorm toezicht gehouden moet worden. De ontwikkeling en uitwerking van dit model is vormgegeven als een gezamenlijk traject van IGZ en RIVM en omvat drie fasen. Onderhavig rapport geeft de resultaten van het in deze eerste fase door het RIVM uitgevoerde onderzoek waarin een eerste versie van het risicomodel is opgesteld aan de hand van literatuuronderzoek. Daarnaast zijn informatiebronnen ge6nventariseerd om een eerste inschatting te maken van hun inpasbaarheid/ bruikbaarheid in het risicomodel. Het huidige rapport is uitdrukkelijk een startdocument. Terwijl in de eerste fase vooral sprake was van 'desk research', zal in de volgende fasen juist de discussie met de actoren in het veld een belangrijk element zijn.
