English Abstract The Netherlands Centre for Youth Health at RIVM has drafted an 'opinion' that describes what the youth health services (YHSs) must be able to offer pupils in primary and secondary special education. The purpose of making this opinion known is to promote making the content and performance of the YHSs as consistent as possible for special education and to guarantee quality. It is very important that each child needing special education can profit from it optimally. The child must be hampered as little as possible by physical, cognitive, and/or psychosocial limitations. On the basis of practical experience, opinions provide recommendations, advice, and methods for action to support the decision-making of care professionals. RIVM implements the management of the development, carrying out, and safeguarding of the YHS opinions. This opinion has been taken up at the request of the Minister for Youth and Families because no special education tasks are described in the National Youth Health Service Package. This package was implemented in 2003. It includes the YHS activities that must be provided to all 0-19 year-olds in the Netherlands. The consequences of legal changes and the structure of special education have not been worked out for YHS activities in the package. The result is that the efforts of the YHSs in special education differ from region to region. The opinion includes a proposal to put child and youth healthcare firmly in place in special primary and secondary education. This can be done by taking part in the guiding and fact-finding committees for special education, for example. Aside from that, the opinion makes suggestions to increase the uniformity of the YHS contributions. One suggestion is to develop the infrastructure for knowledge and a continuing education module. A few points of particular interest, such as extra attention for neuromotor and psychiatric research, are also included. The YHS has been an important and valued collaboration partner in special education for many years. YHS professionals have the necessary knowledge and expertise in connection with health, development, and growth of children and youths aged 0 to 19 years. These professionals judge what consequences the children's physical, cognitive, or psychosocial limitations will have in their education. They can advise and assist pupils, parents, and schools in these matters.

Het Centrum Jeugdgezondheid van het RIVM heeft een standpunt ontwikkeld waarin staat beschreven welke taken de jeugdgezondheidszorg (JGZ) te bieden heeft voor leerlingen van het speciaal (basis- en voortgezet)onderwijs. Het doel van dit standpunt is om zo veel mogelijk eenheid te brengen in de inhoud en de uitvoering van de JGZ voor het speciaal onderwijs en de kwaliteit daarvan te borgen. Het is van groot belang dat elk kind dat speciaal onderwijs volgt, daar optimaal van kan profiteren en zo min mogelijk wordt gehinderd door beperkingen op fysiek, cognitief en/of psychosociaal gebied. Een standpunt geeft op basis van praktijkervaringen aanbevelingen, adviezen en handelingsinstructies die de besluitvorming van professionals in de zorg ondersteunen. Het RIVM voert de regie over de ontwikkeling, implementatie en borging van JGZ-standpunten. Het standpunt is in opdracht van het programmaministerie voor Jeugd en Gezin geschreven, omdat de taken voor het speciaal onderwijs ontbraken in het Basistakenpakket Jeugdgezondheidszorg 0-19 jaar. Dit basistakenpakket is in 2003 ingevoerd en omvat de JGZ-activiteiten die aan alle 0 tot 19-jarigen in Nederland moeten worden aangeboden. De consequenties van veranderingen in de wetgeving en structuur van het speciaal onderwijs voor JGZ-activiteiten zijn niet uitgewerkt in het basistakenpakket. Het gevolg is dat de inzet van de JGZ in het speciaal onderwijs per regio verschilt. Het standpunt doet een voorstel om de jeugdgezondheidszorg in het speciaal (basis- en voortgezet) onderwijs te positioneren. Dat kan bijvoorbeeld door deel te nemen aan de begeleidende en onderzoekscommissies voor het speciaal onderwijs. Daarnaast doet het voorstellen om de eenheid van de JGZ-bijdragen te vergroten, bijvoorbeeld door een infrastructuur voor kennis en een nascholingsmodule te ontwikkelen. Ook staan enkele aandachtspunten beschreven, zoals extra aandacht voor neuromotorisch en psychiatrisch onderzoek. De JGZ is al veel jaren een belangrijke en gewaardeerde samenwerkingspartner in het speciaal onderwijs. JGZ-professionals beschikken over kennis en expertise over gezondheid, ontwikkeling en groei van kinderen tussen de 0 en 19 jaar. De professionals beoordelen welke consequenties fysieke, cognitieve of psychosociale beperkingen hebben voor het volgen van onderwijs. Zij kunnen leerlingen, ouders en scholen hierin adviseren en bijstaan.
