English Abstract
Here the BIODIV module from the Nature Planner is assessed for its application in evaluating different scenarios in the Fifth Policy Document on Spatial Planning (VIJNO), in which the Natural Capital Index (NCI framework) method is used. According to this method the nature value of a region is calculated as a product of ecosystem quantity (acreage) and quality with respect to its difference from the respective reference value. In implementing the NCI method in BIODIV there are several starting points of importance that need to be investigated and used in the VIJNO application related to building and employment. In the application, effects of spatial and environmental measures on quality of nature and nature values are described and forecasted for the scale of vegetation types (NT), sub-physical geographical regions (sub-FGR), physical geographical regions (FGR) and national scale. The quality variable chosen is abundance of selected plant species. A set of reference values for 1950 were available as well as two policy scenarios up to 2020.existing natural areas from 25% in 1999 to 40% in 2020, primarily thanks to the effects of anti-desiccation measures. Reductions in acidification and eutrophication are too small to have an influence on the quality. The NCI in the Netherlands will increase from 4% in 1999 to 6.5% in 2020, calculated for the same area. The expansion of natural areas by 2000 square km will change the NCI from 6.5% to 9%, while the quality of this nature status will be approximately the same as the existing status. The surplus of nutrients is anticipated to disappear within 10 to 20 years. The European Competition (EC) and Global Competition (GC) scenarios show no differences.

De natuurwaarderingsmodule BIODIV in de Natuurplanner wordt uitgewerkt, geanalyseerd en toegepast voor het beoordelen van verschillende scenario's in de VIJfde Nota ruimtelijke Ordening (VIJNO). De natuurwaardering gaat volgens de Ecologisch Kapitaal Index (EKI)-methode. Hier wordt de natuurwaarde van een regio berekend als het product van ecosysteemkwantiteit (areaal) en ecosysteemkwaliteit. Voor zowel de berekening van de kwantiteit als kwaliteit geldt dat de afstand tot een gekozen referentie wordt bepaald. Bij de implementatie van de EKI-methode in BIODIV zijn een aantal uitgangspunten van belang die uitgebreid worden onderzocht en gebruikt in de VIJNO-toepassing voor het scenario compact bouwen en werken in Nederland (voortzetting huidig beleid). In de toepassing zijn effecten van ruimtelijke- en milieumaatregelen op natuurkwaliteiten en natuurwaarden beschreven en voorspeld voor natuurtypen (NT's), sub-fysisch geografische regio's (sub-FGR's), fysisch geografische regio's (FGR's) en voor heel Nederland. De mate van voorkomen van een groot aantal geselecteerde plantensoorten is als variabele voor de kwaliteit gekozen. Er zijn twee scenario-varianten voor de milieukwaliteit en de ruimtelijke ordening in 2020 onderzocht die verschillen in economische ontwikkeling: European Competition (EC) en Global Competition (GC). 1950 is als referentiejaar gebruikt voor het bepalen van de natuurkwaliteit. Voor de kwantiteit-berekening is het gehele oppervlak van de ruimtelijke eenheid exclusief bebouwd gebied als referentie genomen. De uitkomst van de berekeningen laat zien dat de natuurkwaliteit in Nederland zal toenemen van 25% in 1999 tot 40% in 2020, vooral als gevolg van anti-verdrogingsmaatregelen. Emissiebeperking in de scenario's van verzurende en vermestende stoffen is te gering om een belangrijk effect op de kwaliteit te hebben. De natuurwaarde zal bij gelijkblijvend areaal toenemen van 4% in 1999 tot 6,5% in 2020. Uitbreiding van het areaal natuur met 2000 vierkante km heeft als gevolg dat de natuurwaarde zal uitkomen op 9% in plaats van 6,5%. In de geplande nieuwe natuur wordt een kwaliteit verwacht die vergelijkbaar is met die van de bestaande natuur. Hierbij wordt verondersteld dat het overschot aan nutrienten in 10 tot 20-tal jaren is verdwenen. De beleidsscenario's, EC en GC, wijken in resultaat nauwelijks van elkaar af.
