English Abstract The National Nature Outlook 2 explores whether the
broad policy objective for nature and landscape (the conservation,
restoration and development of "natural areas" and "rural landscapes", but
also at "parks for city people") can be realised with the available policies
and policy instruments in the context of alternative socio-economic
developments. In addition to the policy formulated in NvM, the potential
impacts of the Fifth Policy Document on Land Use Planning and of the Second
Structure Plan for the Rural Area are evaluated, along with those of other
relevant recent policy documents. The ecological quality of any natural
system is, after all, the combined result of such factors as acreage, the
quality of the physical environment and the type of
management.

Speerpunt in het natuurbeleid is de realisatie van een
ruimtelijk samenhangende Ecologische Hoofdstructuur: een gebied waar rust,
ruimte en natuur van enige omvang te vinden zijn. De Ecologische
Hoofdstructuur zoals die nu op kaart staat, is na tien jaar
beleidsuitwerking ruimtelijk te versnipperd om op nationaal niveau te kunnen
spreken van een hoofdstructuur. De maatschappelijk-economische dynamiek is
dermate groot dat overal in Nederland, maar met name in de Randstad, natuur
en landschap onde druk staan en de ruimtelijke hoofdstructuur vervaagt. Om
de beoogde rust, ruimte en biodiversiteit en de bijbehorende milieucondities
alsnog te realiseren is een krachtiger ontsnippering nodig en een duidelijke
planologische en milieu-bufferzone rond de Ecologische Hoofdstructuur. Om
het beleid te vereenvoudigen, zou gebruik gemaakt kunnen worden van het
bestaande beleidsconcept in de vorm van de bruto EHS.
