English Abstract
The symposium on 'Balance in Sustainability' was organised by the Office for Environmental Assessment (MNP) of the RIVM in The Hague on June 4th 2002. Mr Van Egmond, Director of the MNP started off the symposium with a presentation on the structure and the content of a 'Balance in Sustainability'. Mr Brinkhorst, Dutch Minister of Agriculture, Nature Management and Fisheries and Mr Van Geel, a Dutch Member of Parliament, followed with arguments promoting a broad definition of the concept of 'sustainability'. Mr Wijffels, Chair of the Social Economic Council, supported this view; however, he expressed doubts about the feasibility in the short term.entific Council for Government Policy, to start with a narrow definition from an ecological point of view. Wijffels suggested that a gradual attempt be made to map the interactions between the different domains. Another idea put forward was to present Parliament not only with the annual national budget but also the current status of the nation's ecology. Nevertheless, we were warned about including value judgements in the reportage.Hoek of the Bureau for Economic Policy Analysis expressed his doubts about the added value of a Balance in Sustainability, after which Mr Brinkhorst warned us about the one-sidedness of sectoral reports. The Director of the Social and Cultural Planning Office, Mr Schnabel, was of the opinion that the economy, being the weak link in the 'economy-socio-cultural-ecology' trio, would have to react to the developments in the other two domains. He argued for the following order of priorities: 'ecology-socio-cultural-economy'.

Het Milieu- en Natuurplanbureau organiseerde het symposium 'Balans in Duurzaamheid' in Den Haag op 4 juni 2002. The sessie startte me een presentatie door de heer Van Egmond, waarbij hij in ging op de problematiek rond de opzet en inhoud van een Duurzaamheidsbalans. De heren Brinkhorst en Van Geel pleitten voor een brede definitie van het begrip "duurzaamheid". Ook de heer Wijffels ondersteunde dit, maar twijfelde aan de haalbaarheid daarvan op de korte termijn. Door de heer Scheltema werd voorgesteld primair uit te gaan van een smalle definitie en daarbij startend vanuit de ecologische invalshoek. In dat kader stelde de heer Wijffels voor om gaandeweg te proberen de onderlinge interacties tussen de verschillende domeinen beter in kaart te brengen. De heer Van Geel bleek bereid om in voorkomende gevallen voorlopig genoegen te willen nemen met globale gegevens. Ook werd gepleit om op naast de financi6le koffer ook een ecologische koffer aan het parlement te presenteren: "De ecologische staat van de natie zou net zo duidelijk in beeld moeten worden gebracht als de economische staat van de natie". Gewaarschuwd werd een duidelijke scheiding te maken tussen de rapportage en het waardeoordeel hierover. an de meerwaarde van een Duurzaamheidsbalans. De heer Brinkhorst waarschuwde naar aanleiding hiervan voor de eenzijdigheid van sectorale rapportages. De heer Schnabel (SCP) vond dat in de trits "economie, sociaal-cultureel en ecologie" feitelijk de economie de zwakke schakel is, die moet reageren op de ontwikkelingen in de 2 andere domeinen. Hij pleitte voor de volgorde "ecologie-sociaal-economie".
