English Abstract
Maximum Permissible Concentrations (MPCs) and Negligible Concentrations (NCs) have been derived for a series of heavy metals. For some of the metals, the Ministry of Housing, Spatial Planning and the Environment (VROM) used earlier MPCs and NCs to set Environmental Quality Objectives for water, sediment and soil (MILBOWA). In MILBOWA it was recommended to re-evaluate environmental quality objectives with the coming available of new relevant scientific information. This re-evaluation is reported here, as well as the derivation of MPCs and NCs for several metals not dealt with in MILBOWA. In setting environmental quality objectives for metals in MILBOWA, some of the MPCs and NCs turned out to be lower than the background concentrations, in which cases environmental quality objectives were set equal to the background concentrations. It was thus concluded that the methodology used to derive MPCs and NCs for metals and other naturally occurring compounds was not considered to be an acceptable solution in the longer term. The MPCs and NCs sited in the present report are based on the added-risk approach. Furthermore, additional (ecotoxicological) data were used to derive MPCs and NCs, and the comments of the TCB (Technical Soil Protection Committee) on the added-risk approach were taken into account. The MPCs and NCs taken up in this report can be used by the Ministry of VROM to set environmental quality objectives, at least, after receiving the results of the pending recommendation of the Dutch Health Council on the Integrated Criteria Document on Zinc. In the added-risk approach, a Maximum Permissible Addition (MPA) and Negligible Addition (NA) have been adopted according to radiation policy. For naturally occurring compounds the MPC/NC is constructed from the background concentration (Cb) and the MPA/NA, and expressed as MPC=Cb+MPA and NC=Cb+(MPA/100). The definitions for MPA and NA were introduced by the RIVM to define the allowable additional concentration, which is the result of anthropogenic activities over and above the background concentration. The background concentration is thus accepted as fact, while the MPA is the contribution of anthropogenic activities. The MPCs and NCs for metals are based on the added-risk approach. From a policy point of view the background concentration is taken as fact, and the effects due to the (bioavailable fraction of the) background concentration are neglected. In spite of this, the added-risk approach can be applied to study the possible effects on the MPC from the bioavailable fraction of the background concentration. The present report describes such an evaluation made for different levels of bioavailable fractions. The reliability of the MPCs and MPAs is in the order of MPC or MPA based on statistical extrapolation > MPC or MPA based on the modified EPA method. It should be noted that the reliability of the underlying data should also be evaluated for each compound and compartment.

Maximaal Toelaatbare Risiconiveaus (MTR's) en Verwaarloosbare Risiconiveaus (VR's) voor een aantal zware metalen werden vastgesteld. Een aantal van deze waarden, die eerder door het Ministerie van Volkshuisvesting, Ruimtelijke Ordening en Milieu zijn gebruikt voor het vaststellen van milieukwaliteitsdoelstellingen (MILBOWA-notitie), zijn herzien, voor de overige metalen zijn nieuwe waarden vastgesteld. In de MILBOWA-notitie is aangegeven dat milieukwaliteitsdoelstellingen na verloop van tijd op basis van nieuwe wetenschappelijke informatie opnieuw geevalueerd dienen te worden. Het huidige rapport bevat de resultaten van deze evaluatie. Tijdens het vaststellen van milieukwaliteitsdoelstellingen in MILBOWA voor metalen kwam naar voren dat in sommige gevallen het MTR en/of VR lager was dan de achtergrondconcentratie. In deze gevallen is de milieukwaliteitsdoelstelling gelijk gesteld aan de achtergrondconcentratie. Er werd geconcludeerd dat de voorgestelde methodologie niet gebruikt kan worden voor het afleiden van MTR's en VR's voor metalen en andere van nature voorkomende stoffen. De in dit rapport voorgestelde MTR's en VR's zijn gebaseerd op het toegevoegd risico concept. Daarnaast zijn de (ecotoxicologische) data die gebruikt zijn voor het afleiden van de MTR's en VR's aangevuld en is er rekening gehouden met het TCB-advies over het toegevoegd risicoconcept. De voorgestelde MTR's en VR's kunnen door het Ministerie van Volkshuisvesting, Ruimtelijke Ordening en Milieu worden gebruikt voor het vaststellen van milieukwaliteitsdoelstellingen. Er wordt gesproken over een Maximaal Toelaatbare Toevoeging (MTT) en Verwaarloosbare Toevoeging (VT) conform het beleid inzake straling. Voor van nature voorkomende stoffen is het MTR/VR samengesteld uit de achtergrondconcentratie (AC) en de MTT/VT. In formulevorm: MTR=AC+MTT en VR=AC+(MTT/100). De termen MTT en VT zijn door het RIVM geintroduceerd om aan te duiden wat de concentratie is die door antropogene activiteiten bovenop het achtergrondniveau toelaatbaar geacht wordt. De achtergrondconcentratie wordt als een gegeven beschouwd en de MTT is gelijk aan de antropogene toevoeging. Op de MTT kan indien noodzakelijk en gewenst, beleidsmatig een risicoreductiebeleid gebaseerd worden. De MTR's en VR's voor metalen zijn gebaseerd op de Toegevoegd Risico methode. Beleidsmatig wordt hierbij de achtergrondconcentratie als een gegeven beschouwd en kunnen de effecten veroorzaakt door (het beschikbare deel van) de achtergrondconcentratie genegeerd worden. Desondanks kan de toegevoegd risico methode worden toegepast om de mogelijke effecten van de beschikbare fractie van de achtergrondconcentratie voor metalen op het MTR te onderzoeken. In dit rapport is zulk een evaluatie uitgevoerd, waarbij verschillende niveaus van beschikbaarheid zijn aangenomen.
