English Abstract
The success of the soil remediation operation, at the given quality, is mainly determined by the financial means and the available time. With the presently available government budget the conclusion of the operation in 2030 is only possible with considerable input from the market.This is concluded by the study presented here. It meets the need for a tool to predict the development of the soil remediation action, considering various options. Using a model, describing the operation, and the application of a number of scenarios, this report shows the sensitivity of the progress of the remediation operation for a number of controlling variables. An actually important scenario is: the control in 2015 of the locations where the soil quality is an unacceptable risk for present use, combined with the control in 2030 of all locations where an unacceptable risk may occur considering planned future use. Such policy aims can only be met with the present budget with a strong stimulation of market participation. The study shows that concluding the remediation operation in 2030 needs a market input that is a five-fold of the current government budget.

De beoogde looptijd en het beschikbare overheidsbudget bepalen het welslagen van de bodemsaneringsoperatie. Met de huidige middelen is afronding van de operatie slechts mogelijk met aanzienlijke marktparticipatie. Dit concludeert de hier gepresenteerde studie. Zij geeft antwoord op de vraag van het Ministerie, om haar tools te verschaffen waarmee een planmatige aanpak van de bodemsanering kan worden gerealiseerd. Aan de hand van een nieuw ontwikkeld model en de toepassing van diverse scenario's daarop, schetst deze rapportage een beeld van de gevoeligheid van de voortgang van de saneringsoperatie voor een aantal sturingsvariabelen. Er blijkt een spanning te bestaan tussen het beschikbare budget en de beoogde looptijd van de operatie. Deze laatste is tweeledig: in 2015 moeten die locaties gesaneerd danwel beheerd zijn, waar de bodemkwaliteit onverantwoorde risico's met zich mee brengt bij het huidige gebruik, terwijl in 2030 ook de locaties moeten zijn aangepakt waar bij toekomstig gebruik onverantwoorde risico's zullen optreden. Realisatie van de beleidsdoelstellingen bij het beschikbare budget is slechts mogelijk wanneer participatie van de markt in de operatie tot stand komt. Bij het voorgestane beleid zal de saneringsoperatie in 2030 kunnen worden afgerond wanneer derden (de markt) vijf keer zo veel budget beschikbaar stellen als wat van overheidswege wordt gefourneerd.
