English Abstract
Measurements taken during the test fumigation of cocoa beans revealed high concentrations of sulfuryl fluoride that far exceeded the concentration of 3 ppm (parts per million). Measurements were taken at distances of 10 meter and more from the warehouse in which the gassed cocoa beans were stored. The highest concentration measured at the 10-m perimeter was 98 ppm and occurred during the defumigation of the cocoa bean sacks. High concentrations of sulfuryl fluoride, up to a maximum of 33 ppm, were also measured at 15 meter during the ventilation of the sacks. The purpose of the fumigation was to control termites. The results of the measurements of the RIVM demonstrate that frequent measurements at a distance of 10 meter around the gassed object are necessary so that an immediate response can be initiated if concentrations exceed the 3 ppm level. The RIVM was commissioned by the Ministry of Housing, Spatial Planning and the Environment-Inspectorate of the Netherlands to measure the concentrations of sulfuryl fluoride released during the fumigation/defumigation procedures. The concentrations were measured at distances of 10 meter or more from the warehouse. This was the second fumigation in the Netherlands carried out with sulfuryl fluoride. Sulfuryl fluoride is a toxic gas and, consequently, safety measures are laid down by law (Wettelijk Gebruiksvoorschrift) for the protection of workers, near-by residents and passers-by. One regulation states that the concentration at a distance of 10 meter from the gassed object(s) has to be measured frequently. As soon as the air concentration of sulfuryl fluoride exceeds the 3 ppm, an alarm has to be heard. Everybody without qualified personal protective equipment, in the form of self-contained breathing apparatus, has to immediately move out of the zone. It is the responsibility of the head of the fumigation team to carry out the measures needed.

Tijdens een proefgassing van zakken met cacaobonen in een loods toonden metingen concentraties sulfurylfluoride tot ver boven de 3 ppm concentratie (parts per million luchtdeeltjes). De metingen werden gedaan op 10 meter afstand van de loods, waarin de zakken cacaobonen lagen, en daarbuiten. De gassing diende ter bestrijding van ongedierte. Tijdens de ontluchting van de zakken met bonen was de hoogst gemeten concentratie 98 ppm op een afstand van 10 meter. Ook op een afstand van 15 meter werden hoge concentraties gemeten, tot 33 ppm. De meetresultaten van het RIVM tonen dat het noodzakelijk is dat er op 10 meter afstand (benedenwinds) frequent metingen worden gedaan, zodat bij concentraties groter dan 3 ppm direct maatregelen genomen kunnen worden. Dit blijkt uit onderzoek van het RIVM, in opdracht van de VROM-Inspectie. Hiervoor zijn de concentraties sulfurylfluoride in de directe omgeving van de loods gemeten, zowel tijdens de gassing als tijdens de ventilatie van de zakken met cacaobonen die daarop volgt. Het was de tweede keer in Nederland dat een gassing met sulfurylfluoride gedaan werd. Sulfurylfluoride is een giftig gas. Daarom zijn in het Wettelijk Gebruiksvoorschrift van sulfurylfluoride maatregelen voorgeschreven ter bescherming van werkers, omwonenden en voorbijgangers. De concentratie moet op een afstand van 10 meter van het gegaste object frequent gemeten worden. Zodra de concentratie boven de 3 ppm komt, dient direct een duidelijk herkenbare alarmering plaats te vinden. Alle personen zonder geschikte onafhankelijke adembescherming moeten dan onmiddellijk de directe omgeving van de gassingslocatie verlaten. Het betreft de verantwoordelijkheid van de gassingsleider om hierop toe te zien.
