English Abstract
It has proved to be difficult to use information regarding societal risk in physical planning around hazardous installations. The main problem is the necessity to recalculate the risks for every alternative physical plan. On request of the ministry of Housing, Physical Planning and Environment (VROM) it has been investigated whether a simplified method for the estimation of the required zoning distances is feasible. This report describes a methodology which has been developed to allow local planning authorities to judge the societal risk consequences of proposed housing developments around major hazard establishments without the need to perform a new risk analysis. The method uses information out of the EVR report which is available to the authorities. The information used is the Potential Loss of Life, the F-N curve and the position of the individual risk contours.

Het gebruik van informatie met betrekking tot het groepsrisico bij het ontwikkelen van ruimtelijke ordeningsplannen rond potentieel gevaarlijke bedrijven is op praktische bezwaren gestoten. Het belangrijkste bezwaar is de noodzaak om voor elk alternatief plan een nieuwe risico-analyse uit te voeren. Daarom is in opdracht van het ministerie van VROM onderzoek uitgevoerd naar de mogelijkheden van een eenvoudige schattingsmethode voor de vereiste zoneringsafstand. Dit rapport beschrijft de generieke groepsrisicomethodiek die is ontwikkeld voor de lokale ruimtelijke ordening autoriteiten voor het inschatten van het effect op het groepsrisico van bouwplannen rond EVR-plichtige inrichtingen zonder het opnieuw uitvoeren van een risico-analyse. De methode maakt gebruik van informatie uit het externe veiligheidsrapport (EVR) welke voor de autoriteiten beschikbaar is. Deze informatie betreft de Potential Loss of Life, de F-N curve en de ligging van de individuele risicocontouren.
