English Abstract
With reference to several reports on the possible health effects due to overhead power lines, and in consideration of the precautionary principle, the Dutch government initiated research into costs and benefits of measures to reduce the population's exposure to magnetic fields encircling these power lines. In the framework of this research RIVM calculated the number of dwellings in the zones located in the vicinity of 10 to 200 m (measured bilaterally) from the power lines. On basis of these numbers the effects of the technical measures evaluated by KEMA can be assessed. This report describes the method for the counting of the dwellings and the results. The results indicate that in the Netherlands over 120,000 dwellings are situated within a distance of 200 m from an overhead power line. Of these dwellings about 75% are situated along the 150 kV power lines. Smaller zones contain lower numbers of dwellings. About 45,000 dwellings are situated within 100 m, and 5,000 within 30 m of a power line. A spot check showed that inaccuracies in the locations of the pylons and the dwellings are small. Because the remaining inaccuracies become insignificant in averaging over large areas, the RIVM-method is not expected to lead to systematic under- or overestimation of the calculated number of dwellings. A possible direction of a future policy is the reduction of the number of dwellings in those areas where certain levels of the magnetic field are exceeded. In this report a graphic method, which may be useful in evaluating costs and benefits of such a reduction, is proposed.

Internationale en nationale rapportages over mogelijke gezondheidseffecten van bovengrondse hoogspannings-lijnen vormden voor de Nederlandse overheid aanleiding om op basis van het voorzorgprincipe te laten onderzoeken welke mogelijkheden er zijn om de blootstelling van de bevolking aan de magnetische velden rond deze hoogspanningslijnen te reduceren. In het kader van dit onderzoek heeft RIVM de aantallen woningen in zones van 10 tot 200 m aan weerszijden van de hoogspanningslijnen geteld. Deze aantallen zijn nodig om de effecten van de door KEMA geinventariseerde technische maatregelen aan de hoogspanningslijnen te kunnen evalueren. Deze rapportage beschrijft de methode en de resultaten van de woningtellingen. In Nederland blijken zich ruim 120.000 woningen binnen 200 m van een hoogspanningslijn te bevinden. Van deze woningen ligt ongeveer 75% rond de 150 kV hoogspanningslijnen. Smallere zones bevatten minder woningen. Binnen 100 m liggen circa 45.000 woningen en binnen 30 m nog ruim 5.000. Op basis van een steekproef is geconcludeerd dat de onnauwkeurigheid in de locaties van de hoogspanningsmasten en van de woningen gering is. Omdat de resterende onnauwkeurigheden bij tellingen over grote gebieden uitmiddelen, is een systematische onder- of overschatting in de berekende aantallen woningen niet waarschijnlijk. Een mogelijk beleidsdoel is het reduceren van het aantal woningen binnen bepaalde magneetveldzones. In dit rapport wordt een methode van presenteren voorgesteld die onderzoek naar een kosten-effectieve aanpak van zo'n reductie kan ondersteunen.
