English Abstract
A risk assessment for non-agricochemical pesticides has been carried out applying the Uniform System for the Evaluation of Substances (USES 1.0). The evaluated groups of pesticides are: antifoulings; biocides used in coolingwater systems and woodpreservatives. Based on the available data on physico-chemical properties, emission during use, distribution and toxicity, risk quotients for the aquatic environment have been determined. The compounds with the highest risk quotients are organic chemicals used as coolingwater biocides, then antifoulings followed by wood preservatives. Only those organic chemicals have been evaluated for which enough data were available. Many other non-agricultural pesticides, such as inorganic salts, chlorine, and creosote, are often used in high quantities. These compounds have not been evaluated since USES 1.0 is not equipped to evaluate inorganic salts and ionic compounds. Creosote has not been evaluated since the available data are not sufficient to evaluate the mixture toxicity of the PAHs. For the evaluated organic substances insufficient data were available to evaluate the hazard for the soil ecosystem. The present study therefore does not give a conclusive evaluation of non-agricultural pesticides. It does indicate that the chosen categories possess high risk quotients for the aquatic environment.

Ter ondersteuning van het Meerjarenplan Hygiene en Materiaalbescherming (MJP-H) is een risico-analyse voor het milieu opgesteld voor een aantal niet-landbouw bestrijdingsmiddelen. Alleen organische stoffen waarvoor voldoende gegevens beschikbaar waren, zijn met het Uniform Beoordelingssysteem Stoffen (UBS 1.0) geevalueerd. Het betreft actieve ingredienten die toegepast worden als: antifouling ; biocide in koelwatersystemenen houtverduurzamingsmiddel. Op basis van beschikbare gegevens over de fysisch-chemische eigenschappen, emissie tijdens de toepassing, distributie en toxiciteit, zijn risicoquotienten berekend voor waterorganismen. Uit de risicoquotient evaluatie blijkt dat de beoordeelde koelwaterbiociden het hoogste risico hebben, gevolgd door de beoordeelde antifoulings, en daarna de beoordeelde houtverduurzamingsmiddelen. Van deze laatste groep stoffen is het risico door impregneren veel hoger dan door drenken/dompelen. Voor antifoulings en koelwaterbiociden worden extreem hoge risicoquotienten gevonden. Veel stoffen die niet geevalueerd zijn, hebben hoge gebruikspercentages (metaal-zouten, chloor, en creosoot). Deze stoffen zijn niet geevalueerd, omdat metaal-zouten en chloor nog niet met UBS 1.0 te beoordelen zijn, en omdat voor creosoot niet voldoende gegevens beschikbaar zijn om de combinatietoxiciteit van de PAKs te berekenen. Bovendien zijn er onvoldoende gegevens om van de wel beoordeelde stoffen het risico voor bodemorganismen te evalueren. Dit rapport geeft dus geen volledig beeld van het risico van alle niet-landbouwbestrijdingsmiddelen. Het geeft wel aan dat de speerpunten antifouling, koelwaterbiocide, en houtverduurzamingsmiddel hoge risicoquotienten hebben, en op basis van dit resultaat goed gekozen zijn.
