English Abstract Effectiveness of the Nitrates Directive Action
Programmes in the Netherlands is monitored with a specially designed
monitoring programme, the National Monitoring Programme for Effectiveness of
the Minerals Policy (LMM). The monitoring effort was increased
significantly in 2004 to be able to answer additional policy questions and
to fulfil European obligations related to the Nitrates Directive and Water
Framework Directive. This report describes the strategy and design of the
intensified LMM monitoring effort, goes into the scientific underpinning of
the LMM and provides details on the 2004 and 2005
programme.

De effectiviteit van Nederlandse mestbeleid wordt
gemonitord met een speciaal hiervoor ontwikkeld meetprogramma, namelijk het
Landelijk Meetnet effecten Mestbeleid (LMM). Per 2004 is de meetinspanning
sterk toegenomen om aanvullende beleidsvragen te kunnen beantwoorden alsook
om te kunnen voldoen aan Europese meetverplichtingen. Dit rapport
beschrijft het meetprogramma voor 2004 en daarna en onderbouwt de bij de
inrichting gemaakte keuzen.
