English Abstract
The national Acidification Trend Monitoring Network (TMV) has proven to be an effective instrument for demonstrating the impacts of government policies on acidification and air pollution on the quality of groundwater in the Netherlands. The network records the effect of atmospheric deposition - the deposition of acidifying and eutrophicating substances from the atmosphere - on the quality of groundwater. Reduced deposition is reflected in improvements in groundwater quality. Based on these groundwater quality measurements, the network has demonstrated that nitrate concentrations in groundwater have dropped significantly over the past 30 years. These are the findings of an evaluation of the TMV that was performed by the National Institute of Public Health and the Environment (RIVM) by order of the Ministry of Public Housing, Spatial Planning and the Environment (VROM). The TMV was established in 1989 and is administered by the RIVM. The network monitors the quality of the top 1 m of groundwater under natural areas (forest and heather land) with sandy soils. The groundwater under these areas is not affected by any other notable acidifying and eutrophicating substances and, in addition, sandy soils have a limited capacity to neutralize the impacts of acidification. For these reasons, the impacts of atmospheric deposition on groundwater quality are most clearly detected under natural terrains with sandy soils. In other monitoring networks, the effects of atmospheric deposition are difficult or impossible to distinguish from other sources of pollution. In agricultural areas, for example, the impacts of fertilizer application on groundwater quality eclipse those of other sources of pollution. The evaluation report recommends utilizing the measurements of the TMV in the Water Framework Directive reports on groundwater quality and, thereby, bringing the monitoring frequency of the TMV in line with the WFD reporting cycle (cycle of 6 years). In this case, the monitoring frequency of the TMV could be decreased. A greater integration with other national and provincial monitoring networks would improve the efficiency of the TMV. In addition, more interaction with other networks in the domain of forest and vegetation monitoring as well as the exchange of information would enhance the significance of the network's results.

Het TrendMeetnet Verzuring (TMV) blijkt een geschikt instrument om de effecten aan te tonen van het Nederlandse overheidsbeleid op het gebied van verzuring en luchtverontreiniging op de kwaliteit van het grondwater. Het meetnet registreert de invloed van atmosferische depositie, oftewel de neerslag van verzurende en vermestende stoffen uit de lucht, op de kwaliteit van het grondwater. Verminderde neerslag van deze stoffen is terug te zien in een betere kwaliteit van het grondwater. Zo heeft het meetnet aangetoond dat de nitraatconcentratie in het grondwater significant is afgenomen. Dit blijkt uit een evaluatie van het TMV door het RIVM in opdracht van het ministerie van VROM. Het TMV is in 1989 gestart en is in beheer van het RIVM. Het meetnet volgt de kwaliteit van de bovenste meter van het grondwater onder natuurgebieden (bos en heide) op zandgronden. In deze gebieden zijn geen andere noemenswaardige bronnen van verzurende en vermestende stoffen die het grondwater verontreinigen. Bovendien is het vermogen van zandgronden om effecten van verzuring te neutraliseren beperkt. Daarom zijn effecten van atmosferische depositie op de grondwaterkwaliteit het duidelijkst meetbaar in natuurgebieden op zandgrond. In andere meetnetten is de invloed van atmosferische depositie niet te onderscheiden. In landbouwgebieden bijvoorbeeld overschaduwt het effect van bemesting veelal de invloed van andere verontreinigingsbronnen op de kwaliteit van het grondwater. Aanbevolen wordt om TMV-resultaten mee te nemen bij de rapportageverplichtigen van de Kader Richtlijn Water (KRW) over de grondwaterkwaliteit, en de monitoringfrequentie in lijn te brengen met deze rapportages (een cyclus van 6 jaar). De monitorfrequentie binnen het TMV zou dan omlaag kunnen. Om de efficientie van het TMV te vergroten is meer integratie met andere nationale en provinciale monitoringmeetnetten nodig. Bovendien kan meer coordinatie met activiteiten op het gebied van bos- en vegetatiemonitoring en meer uitwisseling van gegevens de meerwaarde van het meetnet vergroten.
