English Abstract The environmental quality of building materials is
expected to increase along with insight into the quality aspect through
certification. Buyers of building materials will also gain more confidence
in the environmental considerations influencing building materials. With
the exception of the branch of industry concerned with mortars and possibly
some small suppliers, the Building Materials Decree will not have a large
negative economic impact on small suppliers. Reorganization of the sector
may be speeded up, however, on condition that the Decree is adequately
enforced by the government. The consultations between the Ministry of VROM
and the building materials branch has resulted in an important reduction, by
a factor of 3, of the certification costs.

De milieuhygienische kwaliteit van bouwmaterialen en
het inzicht in kwaliteit is en zal naar verwachting verder toenemen en de
afnemers zullen meer vertrouwen krijgen in het milieuaspect van
bouwmaterialen. Met uitzondering van de metselmortelsector en mogelijk
enkele hele kleine aanbieders zal het Bouwstoffenbesluit (BsB) geen grote
negatieve economische gevolgen hebben voor kleine bedrijven. Mogelijk zal
bij enkele kleine bedrijven de natuurlijke sanering worden versneld.
Voorwaarde is echter een adequate handhaving, goede communicatie en afronden
van lopende onderhandelingen over knelpunten. Het overleg dat de Minister
heeft gevoerd, mede als gevolg van de motie Udo, heeft geresulteerd in een
zeer aanzienlijke reductie van de certificeringkosten. De kosten zijn in de
Bedrijfseffectentoets BET-3 gemiddeld meer dan een factor 3 lager i.v.m.
eerdere studies.
