English Abstract In the Second Memorandum on Climate Change the Ministry
of Housing, Spatial Planning and the Environment announced to conduct a long
term climate outlook in order to investigate the possibilities and costs of
extreme CO2-reductions. First part of the outlook was conducted by the ECN
who investigated the possibilities of a reduction of the Dutch greenhouse
gas emissions by 32% in 2020 compared to 1990. Two policy alternatives
(stiring and market) founded on the Global Competition scenario used in the
Long Term Outlook were worked out. In order to reach such extreme
CO2-reductions the ECN concluded that options such as the import of biomass
and the capture and storage of CO2 (backstops) must be considered. The RIVM
looked at the changes in the local emissions of NOx, SO2, PM10 and VOC as a
result of the CO2-measures in two policy alternatives. The main conclusion
is that with the reduction of CO2 a simultaneous reduction of these
emissions is reached by 8% tot 30 %. Combining of new technologies (such as
fuel cells) and backstoptechnologies offers prospects for a further
reduction of these emissions up to 50% of the level compared to the existing
policy.

In de Vervolgnota Klimaatverandering is aangekondigd
dat er een verkenning zou worden uitgevoerd naar de mogelijkheden om in
Nederland een reductie van de broeikasgassen van 1% a 2% per jaar te
realiseren in de periode 2000-2020. Het onderzoek naar de mogelijkheden en
kosten van een reductie van de broeikasgasemissies met 32% ten opzichte van
het 1990 niveua is uitgevoerd door het Energieonderzoek Centrum Nederland
(ECN). Hiervoor zijn twee beleidsvarianten (sturing en markt) gebaseerd op
het Global Competion scenario uit de lange termijn verkenning uitgewerkt.
De belangrijkste conclusie is dat voor het bereiken van zulke vergaande
CO2-reducties opties als het importeren van biomassa en de opslag van CO2 in
beeld komen. Het RIVM heeft de twee beleidsvarianten doorgerekend op hun
overige milieueffecten door te kijken naar veranderingen in de locale
emissies van NOx, SO2, PM10 and VOS. De belangrijkste conclusie dat een
reductie van de CO2-emisies leidt tot een gelijktijdige daling van de locale
emissies met 8% tot 30%. Bij combinatie van nieuwe technologieen (zoals
brandstofcellen) met backstops kunnen de emissiereductie oplopen tot 50% ten
opzichte van het referentiescenario.
