English Abstract This report presents the results of the output analysis
for packaging materials for 1995 carried out by the RIVM's Laboratory for
Waste Materials and Emissions. This analysis forms part of a monitoring
system for packaging materials mentioned in Article 18 of the Dutch
Packaging Covenant as a means to check on the progress made in realizing the
objectives laid down in this Covenant. It provides information on the
amount, composition and destination of the packaging waste from the
different categories (households, commercial sector and industrial sector)
in 1995, with the accuracy of the data for the different categories
indicated. The results for 1995 are compared with previous years (1986,
1991, 1992, 1993 and 1994). Taking into account the accuracy of the data
for the different years, the following conclusions can be drawn: the total
amount of packaging waste did not increase between 1994 and 1995. The total
amount of packaging waste increased by approximately 13 percent from 1986
till 1995. Several interim targets were mentioned for 1995 in the Dutch
Packaging Covenant. According to the Covenant the minimal level of material
recycling should be 40% in 1995. This target has been realized with an
actual level of material recycling in 1995 of approximately 51%. However,
the materials recycled showed large differences: in 1995: approximately 11%
of the plastics and more than 60% of the paper and cardboard were recycled.
The interim target of reducing the amount of packaging waste to be
landfilled in 1995 to 40% of the amount landfilled in 1986 has not been
realised. The amount of packaging waste landfilled decreased between 1986
and 1995 to approximately 60% of the 1986 level.

Om inzicht te krijgen in de voortgang van de uitvoering
van het Convenant Verpakkingen wordt jaarlijks door het RIVM de output van
verpakkingsafval vastgesteld. Dit rapport presenteert de resultaten van de
analyse naar de hoeveelheid verpakkingsafval in 1995, uitgesplitst in de
componenten kunststof, papier/karton, (eenmalig) glas, blik (ferro) en
aluminium. Ingegaan wordt op hoeveelheid, samenstelling en verwerkingswijze
van verpakkingsafval afkomstig van de verschillende sectoren (huishoudens,
kantoor-, winkel- en dienstensector en industrie). Rekening houdend met de
nauwkeurigheden van de gehanteerde meetmethoden lijken de gegevens voldoende
betrouwbaar om te concluderen dat de totale hoeveelheid verpakkingsafval in
1995 redelijk constant is gebleven ten opzichte van 1994. Niet
geconcludeerd mag worden dat er sprake is van een significante afname in
1995. Ten opzichte van 1986 is de totale heveelheid verpakkingsafval in
1995 met circa 13 procent toegenomen. In het Convenant Verpakkingen zijn
voor 1995 als tussentijdse doelstellingen opgenomen dat: 1) voor 31-12-1995
minimaal 40% van de hoeveelheid verpakkingsafval wordt hergebruikt, 2) voor
1-1-1996 de hoeveelheid gestort verpakkingsafval is teruggebracht tot
maximaal 40% van de hoeveelheid verpakkingsafval die in 1986 is gestort, en
3) een inspanningsverplichting geldt om voor 31-12-1995 minimaal 50% van de
hoeveelheid verpakkingsafval te hergebruiken. Op basis van de gegevens in
dit rapport kan worden geconstateerd dat in 1995 een percentage hergebruik
is gerealiseerd van circa 51% ; tussentijdse doelstelling 1) is dus gehaald
en 3) lijkt te zijn gehaald. Tussentijdse doelstelling 2) is echter niet
gehaald ; deze ligt met een aandeel van circa 60% ten opzichte van de
gestorte hoeveelheid in 1986 nog boven de doelstelling.
