Evaluation of the revised Dutch soil policy. Environmental effects of the proposed soil policy

Ex-ante evaluatie van de Beleidsbrief Bodem. Beoordeling van de milieu- en natuureffecten van het voorgenomen bodembeleid

Synopsis

The Dutch government is currently revising its soil policy. The new Dutch soil policy is inspired by the proposed European Soil Strategy; both use a long-term holistic approach aiming at sustainable use of the soil as part of the ecosystem. The new soil policy does not prescribe indicators of sustainable soil management, nor does it set targets in terms of reference values. Also, an adequate monitoring system is not yet operational. It is therefore not possible to evaluate the long-term effectiveness of the proposed soil policy quantitatively. The new policy reflects major trends in policy and society, like decentralisation, integration and stakeholder participation
