The part of the expert in the necessity assessment of biocides. A clarification of the procedure and the declaration of interest

De rol van de deskundige bij het bepalen van de noodzaak van biociden. Toelichting op de procedure en de verklaring van belangen

Synopsis

The RIVM has developed this brochure for experts who are consulted on the necessity of a biocide. This determination of necessity is part of the Dutch law on plant protection products and biocides. The content of this document consists of information on the declaration of interest to be done by the experts, an explanation of why a declaration of secrecy is compulsory and information on the procedure for advice itself. Applications for urgently necessary biocides are at first dealt with by the board for the authorisation of plant protection products and biocides (Ctgb). As part of the application procedure, the RIVM is requested to advice on the necessity of the biocide. The necessity of the biocide depends on the damage caused by the organism targeted by the biocide. The biocide is also assessed in relation to alternative biocides and others non-chemical means for destruction of the organism. A dossier with information on the biocide is submitted by the applicant. This dossier should also support the claim that the biocide is urgently necessary. The judgement of the RIVM is based on their own considerations and on that of one or more experts.
