Abstract

Traditional (environmental) outlooks are based on extrapolation of trends, resulting in plausible views on the future. In the Fourth National Environmental Policy Plan of the Netherlands, long-term persistent environmental problems call for innovations in the social system (e.g. food and energy supply). The proces of transformation is called transition or innovation of the social system. A successful transition, in which technological, economic, sociocultural and institutional changes have to take place, will lead in the long run to a desirable (i.e. sustainable) future. Here, different options for future views, and how they interconnect (plausible vs. desirable in relation to the present), are described. Of the 10 different projects on future scans explored, one of them, the COOL project, has proven to be a good example of a 'quality view for the future'. This survey shows the usefulness of creating concrete views on quality for the future, and is instrumental in creating environmental outlooks in situations that are: (1) complex, (2) diverse with respect to opinions and visions, (3) necessary for new and unexpected solutions and (4) uncertain (because of the long time horizon).
