Samenvatting

Voor de eerstvolgende Volksgezondheid Toekomst Verkenning (VTV) in 2014 en het Nationaal Kompas Volksgezondheid is een nieuwe selectie gemaakt van de ziekten op basis waarvan de volksgezondheid in Nederland kan worden beschreven. Hiervoor zijn er 59 geselecteerd. Voor deze nieuwe selectie zijn niet alleen veranderende ziektepatronen in Nederland van belang, maar ook veranderingen in maatschappelijke discussies over de gezondheidszorg. Zo gaat het nu bijvoorbeeld ook om maatschappelijke participatie van mensen met een chronische aandoening. De eerste systematische selectie van ziekten is in 1991 gemaakt voor de eerste VTV-editie. De nieuwe selectie is de eerste systematische herselectie sindsdien. Net als de vorige is de nieuwe selectie gebaseerd op sterftecijfers, hoe vaak een ziekte voorkomt, preventie, kosten en beleid. Daarnaast zijn de volgende criteria toegevoegd: de gevolgen voor individu en samenleving, het aantal ziekenhuisopnamen, en belemmeringen voor maatschappelijke participatie van mensen met een chronische aandoening. Ten opzichte van de vorige selectie zijn zestien ziekten verdwenen (zoals maagkanker omdat deze ziekte nu minder vaak voorkomt dan twintig jaar geleden, en verkoudheid omdat de gevolgen ervan voor een individu niet groot zijn). Elf ziekten zijn nieuw in de lijst, zoals burn-out en persoonlijkheidsstoornissen vanwege belemmeringen voor participatie. Sinds 1993 brengt het RIVM elke vier jaar de VTV uit waarin de volksgezondheid in Nederland staat beschreven. Het ministerie gebruikt deze informatie om de landelijke nota Volksgezondheidsbeleid op te stellen. Belangrijke maatstaven voor de volksgezondheid zijn de omvang van ziekten en aandoeningen en de gevolgen hiervan voor patiƫnt en samenleving.

Abstract

A new set of diseases has been selected for the next edition of the Dutch Public Health Status and Forecasts Reporting (VTV) in 2014 and for the National Public Health Compass. This will serve as a basis for describing the public health situation in the Netherlands. Fifty-nine diseases were selected for this purpose. The selection process was influenced both by changing disease patterns in the Netherlands and by major public debates on healthcare issues. This involves topics such as social participation by those suffering from chronic disorders. The first systematic selection of diseases was carried out in 1991, for the first edition of the VTV. The new set is the result of the first systematic re-selection since that time. Like its predecessor, the new set is based on mortality rates, how often a disease occurs, prevention, cost, and policy. In addition, the following criteria have been added: impact on the individual and on society, the number of hospitalisations, and the obstacles to social participation encountered by those suffering from chronic diseases or disorders. Sixteen diseases from the previous set have now been dropped (such as stomach cancer, as this disease is less common now than it was twenty years ago, and the common cold, as this has a relatively minor effect on individuals). The present list contains eleven new diseases, such as burn-out and personality disorders, as these are major barriers to social participation. Once every four years, since 1993, the RIVM has issued a VTV describing the public health situation in the Netherlands. The Ministry of Health, Welfare and Sport uses this information when drawing up the national white paper on Public Health Policy. Some major public health benchmarks are the burden of diseases and disorders and the effects that they have on patients and society.
