English Abstract
Since December 19, 2012, the RIVM launched the database on tobacco product additives. This database provides the public with information on the ingredients added to tobacco products per brand and type. In 2013, the RIVM will investigate the impact that this information has on the public's smoking behaviour. As an introduction, this report gives an overview of the current knowledge on effects of public information on tobacco product additives. Furthermore, the report summarises how often people accessed data on tobacco product additives currently available on the RIVM website.

Australian study: the right to know
Until now, only Australia has investigated the public impact of publishing tobacco product ingredient information. From this research, it was found that the public wanted to have the information available; they demanded "the right to know". After reading the information, the public does not feel that smoking is more harmful than they already thought. Some smokers that participated in the research even believed that tobacco products to which less or natural ingredients were added were less harmful.

The Australian study showed that the public preferentially wants information on the health effects induced by additives. In contrast to Australia, the Netherlands communicates this information. The RIVM database provides information on the influence of additives on the consumer appeal, addictiveness, and toxicity of smoking. This is done for the fourteen most frequently added ingredients.

Publication of additives in Europe
In addition to Australia, some European countries fear that citizens may incorrectly believe that the information on tobacco product additives allows for selection of less harmful tobacco products. Although these countries do meet the legal obligation to publish, they are less willing to promote this information to the public. A subsequent behavioral study among the Dutch population will clarify how citizens interpret tobacco product ingredient information.

Rapport in het kort
Sinds 19 december 2012 publiceert het RIVM op de website tabakinfo.nl de databank toevoegingen tabaksproducten. Deze databank biedt burgers uitgebreide informatie over additieven in tabaksproducten per merk en type. Het RIVM gaat in 2013 onderzoeken welk effect dit heeft op het rookgedrag van burgers. Als inleiding daarop is alvast een overzicht gemaakt van wat tot nu toe bekend is over het effect op burgers als informatie over additieven in tabaksproducten actief op hen wordt overgebracht (publieksdisseminatie). Ook is in kaart gebracht hoe vaak in Nederland beschikbare data over additieven door burgers zijn geraadpleegd.

Australisch onderzoek: the right to know
Tot nu toe heeft alleen Australië onderzocht welke effecten de bekendmaking van deze informatie op burgers heeft. Volgens dit onderzoek vinden burgers dat ze recht hebben op de informatie; ze beroepen zich op the right to know. Op basis van de informatie denken burgers echter niet dat roken slechter is dan ze al dachten. Sommige rokers die deelnamen aan het onderzoek dachten zelfs dat tabaksproducten waaraan relatief weinig of natuurlijke ingrediënten zijn toegevoegd, minder schadelijk zijn dan andere.

Uit het onderzoek blijkt ook dat burgers vooral behoefte hebben aan informatie over gezondheidseffecten van de additieven. In tegenstelling tot Australië levert Nederland deze informatie wel, namelijk informatie over de invloed van het additief op de aantrekkelijkheid, verslavendheid en giftigheid van roken. Nederland doet dit voor de veertien meest toegevoegde ingrediënten.

Publicatie additieven in Europa
Behalve Australië vrezen sommige Europese landen dat burgers de website onterecht gebruiken om minder schadelijke tabaksproducten te selecteren. Deze landen voldoen aan de wettelijke verplichting om de informatie over additieven per merk en type te publiceren, maar geven daar om die reden weinig ruchtbaarheid aan. Gedragsonderzoek onder de Nederlandse bevolking maakt duidelijk hoe burgers de informatie op de website daadwerkelijk interpreteren.
