Although the use of pesticides in the Netherlands is decreasing, they are still intensively applied to several crops. Residents in the vicinity of arable land, orchards and land where flower bulbs are cultivated are concerned about their possible exposure to these chemicals and the ensuing effects. Sometimes they voice their concerns to the municipal Public Health Services (GGDs). To help the GGDs respond to their questions, the RIVM has summarised the relevant information for GGDs in this report.

This report contains information on the types of pesticides, how these chemicals are authorised, the relevant regulations and which gaps there are in the approval procedure. For example, the approval procedure is based on the risks for those who apply the products; risks for local residents are not separately assessed. As it is still not clear in how far residents are exposed, the Health Council of the Netherlands recently advised that their exposure should be studied.

This report is based for a large part on the advisory report of the Health Council of the Netherlands, which was published at the beginning of 2014. The advisory report contains current knowledge on pesticides, exposure of residents and the associated health effects. Furthermore, the advisory report states that studies on exposure and health effects carried out abroad cannot be directly translated to the Dutch situation. This is owing to differences in agricultural practice, climate and types of pesticides used. This report also includes information about biocides (pesticides used outside of agriculture), as GGDs often receive enquiries about them too.

Hoewel het gebruik van chemische gewasbeschermingsmiddelen in Nederland daalt, worden ze bij verschillende teelten intensief gebruikt. Omwonenden van bijvoorbeeld akkerbouw-, fruitteelt- en bloembolpercelen maken zich zorgen over een eventuele blootstelling aan deze middelen en de gevolgen daarvan. Soms richten zij zich met hun zorgen tot de GGD. Om GGD'en te helpen deze vragen te beantwoorden heeft het RIVM een informatieblad over gewasbeschermingsmiddelen opgesteld. Hierin is de beschikbare kennis samengevat die nuttig is voor de GGD.

Het informatieblad bevat onder andere informatie over typen bestrijdingsmiddelen, de wijze waarop deze producten officieel worden toegelaten, welke regelgeving daarbij hoort, en welke lacunes in de toelatingsprocedure zitten. Zo is de toelatingsprocedure voor de middelen toegespitst op de risico's voor de toepasser; risico's voor omwonenden worden niet afzonderlijk beoordeeld. Aangezien het nog onduidelijk is in welke mate zij worden blootgesteld, heeft de Gezondheidsraad begin 2014 geadviseerd om de blootstelling van omwonenden te onderzoeken.

Het informatieblad is voor een groot deel gebaseerd op dit advies van de Gezondheidsraad. Hierin staat actuele kennis over gewasbeschermingsmiddelen, blootstellingen voor omwonenden en gezondheidseffecten daarvan. Hierin staat onder andere dat gegevens uit het buitenland over blootstelling en gezondheidseffecten niet direct naar Nederland zijn te vertalen. Dat komt door verschillen in de landbouwpraktijk, klimaat en type middelen. In het informatieblad is ook aandacht voor biociden (bestrijdingsmiddelen buiten de landbouw), omdat daarover regelmatig vragen aan de GGD worden gesteld.
