Scrap metal is traded all over the world and regularly contains radioactive material. The entrances of scrap yards are equipped with detector gates to trace radioactive material in containers. After detection of such materials, so-called 'first aid companies', employing radiation protection experts, have to be called in to find out what kind of radioactivity caused the alarm to be raised, and to locate the item's position within the container, after which they can secure the item. Research conducted by RIVM shows that scrapyard employees could locate the items themselves in many cases, while 'unpacking' the container. This way, the scrapyard personnel does not have to delay unpacking the container until the 'first aid company' has arrived, so their normal procedure for receiving containers can be followed. Nevertheless, the radioactive material will still have to be characterized by specialists, after which it can be disposed of. The Ministry of Economic Affairs commissioned RIVM to develop a method with which the employees of a scrapyard can decide when they can unpack a container themselves, and when specialized help is required. RIVM has defined some conditions to ensure the safety of the employees. The scrapyard has to have the correct monitoring equipment to detect the various kinds of radiation. In addition to that, precautionary measures will be necessary in some cases to prevent radioactive dust from spreading, or employees from being contaminated. Examples of such measures are protective clothing, a face mask and gloves. Finally, employees must possess sufficient knowledge, e.g., to recognize radioactive material in the scrap and to isolate contaminated objects.

The method was developed for containers with stainless steel. Radioactive materials are found most often in this type of load. Using this method, the scrapyards can deal with about 75% of the alarm calls with stainless steel scrap themselves.

Schroot wordt over de hele wereld verhandeld en bevat regelmatig radioactief materiaal. Schrootbedrijven zijn aan de ingang uitgerust met detectiepoorten om radioactief materiaal in containers op te sporen. Als de poort alarm slaat, moeten zogeheten EHBO-bedrijven met specialisten op het gebied van stralingshygiëne worden ingeschakeld om te achterhalen wat voor radioactiviteit het alarm veroorzaakte en waar het zich in de container bevindt, waarna zij het veiligstellen. Uit onderzoek van het RIVM blijkt dat schrootbedrijven in veel gevallen zelf de bron van straling uit het schroot kunnen opsporen als de container wordt 'uitgepakt'. Op deze manier hoeft het bedrijf niet met uitpakken te wachten tot het EHBO-bedrijf arriveert en kan de container het normale verwerkingsproces doorlopen. Wel moet het radioactieve materiaal dan nog steeds door specialisten worden gekarakteriseerd, waarna het kan worden afgevoerd.

In opdracht van het ministerie van Economische Zaken heeft het RIVM een methode ontwikkeld waarmee de medewerkers van het schrootbedrijf kunnen bepalen wanneer ze zelf de lading kunnen uitpakken en wanneer daarvoor gespecialiseerde hulp nodig is. Het RIVM stelt wel enkele voorwaarden om de veiligheid van de medewerkers te waarborgen. Het schrootbedrijf moet over de juiste meetapparatuur beschikken om verschillende soorten straling te kunnen meten. Daarnaast zijn in bepaalde gevallen voorzorgsmaatregelen nodig om te voorkomen dat radioactief stof wordt verspreid of dat de werknemers besmet raken. Voorbeelden zijn beschermende kleding, een mondkap en handschoenen. Ten slotte moeten de medewerkers over de juiste kennis beschikken om bijvoorbeeld radioactief materiaal in het schroot te kunnen herkennen en besmette objecten te isoleren.

De methode is ontwikkeld voor containers met roestvast staal (RVS). Hierin wordt het vaakst radioactiviteit aangetroffen. De schrootbedrijven kunnen met deze methode circa 75 procent van de alarmen bij containers met RVS-schroot zelf afhandelen.
