English Abstract
Within the framework of a monitoring programme, RIVM measures the release of radioactivity into the waste water and atmosphere of the Urenco uranium enrichment plant in Almelo. Measurements are carried out eight times per year. This form of counter-expertise is aimed at verifying and supporting the reliability of the analyses carried out by the Urenco plant. As a rule, the waste water contains very low levels of gross alpha and gross beta activity. The two different sets of measurements of gross alpha and gross beta in waste water are generally in agreement, as is also the case in 2013.

Radioactivity levels in the ventilation air are very close to those levels expected due to the natural presence of radon in the outside atmosphere. For gross alpha 0,006 - 0,07 mBq.m-3 was found and for gross bèta 0,02 - 0,39 mBq.m-3 . The agreement with the measurement results of Urenco was rather poor. Considering the natural gross-beta activity, and the ratio gross alpha / gross beta due to natural radon daughters it is unlikely that a release of uranium occurred in 2013. The RIVM determined the gross alpha and gross beta activity in eight waste water samples and 40 samples of ventilation air. The samples were taken by Urenco at time points dispersed throughout 2013. This procedure provides the RIVM with a method for determining the release of artificial alpha emitters into the environment.

The analyses were carried out on behalf of the Department of Nuclear Safety, Security and Safeguards of the Human Environment and Transport Inspectorate from the Ministry of Infrastructure and Environment.

Het RIVM controleert achtmaal per jaar de metingen van de verrijkingsfabriek Urenco te Almelo. Het gaat hierbij om lozingen van radioactiviteit in water en lucht. De contra-expertise onderbouwt de betrouwbaarheid van de analyses die Urenco uitvoert. Uit de metingen blijkt dat er in het afvalwater doorgaans een (zeer) lage totaal alfa en totaal bèta activiteit aanwezig is. De totaal alfa en totaal bèta resultaten in afvalwater komen redelijk tot goed overeen, zo ook in 2013. De radioactiviteit in ventilatielucht ligt zeer dicht bij het niveau van de hoeveelheid radon die van nature in buitenlucht aanwezig is. Voor totaal alfa is een activiteitsconcentratie van 0,006 - 0,07 mBq.m-3 gevonden en voor totaal bèta 0,02 - 0,39 mBq.m-3. De overeenstemming met de meetwaarden van Urenco was matig.

Gelet op de natuurlijke totaal-bèta activiteit die veroorzaakt wordt door radondochters en de verhouding tussen de totaal alfa en totaal bèta activiteit, is het aannemelijk dat er in 2013 geen vrijzetting van uraan in ventilatielucht heeft plaatsgevonden.

Het RIVM heeft in acht afvalwatermonsters en 40 monsters van ventilatielucht, die verspreid over het jaar 2013 door Urenco zijn afgenomen, de totaal alfa en totaal bèta activiteit bepaald. Deze bepaling is een snelle manier om een eventuele lozing van uraan naar het milieu aan te tonen. Opdrachtgever is de Kernfysische Dienst van de Inspectie Leefomgeving en Transport, Ministerie van Infrastructuur en Milieu.
