English Abstract
Eight times per year RIVM measures the release of radioactivity into waste water and atmosphere of COVRA. This form of counter-expertise is aimed at verifying and supporting the reliability of the analyses carried out by COVRA. The waste water samples and samples of ventilation air are taken by COVRA at various time points dispersed throughout the year.
In 2014 all seven waste water samples and eight samples of ventilation air were analyzed. The two different sets of measurements are generally in agreement, as is also the case in 2014.
The agreement in the results for gamma-emitters, gross alpha, tritium and C-14 was good. Considering the fact that RIVM and COVRA apply different measuring principles the agreement in the gross beta results in waste water is reasonable.

In ventilation air samples of the waste treatment building the results for gross alpha and gross beta, 3H and 14C obtained by RIVM and COVRA are generally in good agreement. In ventilation air samples from the high activity waste storage building the agreement was good.

RIVM carried out this counter-expertise on behalf of the Department of Nuclear Safety, Security and Safeguards of the Dutch Ministry of Infrastructure and Environment. Starting from the 1st of January 2015, the KFD is reorganized into the Authority for Nuclear Safety and Radiation Protection (ANVS).

Het RIVM controleert acht keer per jaar de metingen die de Centrale Opslag voor Radioactief Afval (COVRA) verricht in lozingen van radioactiviteit in afvalwater en ventilatielucht. Deze 'contra-expertise' dient als controle op de betrouwbaarheid van de analyses die COVRA zelf uitvoert. De te analyseren monsters worden verspreid over het jaar door COVRA genomen.
In 2014 zijn alle zeven monsters van afvalwater en acht monsters van ventilatielucht geanalyseerd. Doorgaans komen de analyses overeen met de resultaten van de COVRA, zo ook in 2014.

De overeenstemming tussen RIVM en COVRA in de gamma-spectrometrische resultaten, de resultaten van de totaal-alfa bepaling, tritiumbepaling en de 14C-bepaling in afvalwater was goed. Hoewel het RIVM en COVRA verschillende meetprincipes toepassen komen de totaal bèta meetwaarden van het RIVM en de rest-bèta meetwaarden van COVRA in 2014 redelijk overeen. De overeenstemming tussen het RIVM en COVRA betreffende de ventilatieluchtresultaten van het Afvalverwerkingsgebouw (AVG) en het Hoogradioactief Afval Behandelings- en OpslagGebouw (HABOG) is eveneens goed.

Het RIVM heeft de contra-expertises in 2014 uitgevoerd in opdracht van de Kernfysische Dienst van de Inspectie voor de Leefomgeving en Transport (ILT), van het ministerie van Infrastructuur en Milieu (IenM). De KFD is per 1 januari 2015 overgegaan in de organisatie van de Autoriteit Nucleaire Veiligheid en Stralingsbescherming (ANVS).
