English Abstract
Within the framework of a monitoring programme, RIVM measures the release of radioactivity into the waste water and atmosphere of the Urenco uranium enrichment plant in Almelo. Measurements are carried out eight times per year. This form of counter-expertise is aimed at verifying and supporting the reliability of the analyses carried out by the Urenco plant. As a rule, Urenco waste water contains low levels of gross alpha and gross beta activity.
RIVM determined the gross alpha and gross beta activity in eight waste water samples and 40 samples of ventilation air. The samples were taken by Urenco at time points dispersed throughout 2014.

The two different sets of measurements of gross alpha and gross beta in waste water are generally in agreement, as is also the case in 2014. Radioactivity levels in the ventilation air are very close to those levels expected due to the natural presence of radon in the outside atmosphere. For gross alpha 0.006 - 0.096 mBq.m-3 was found and for gross bčta 0.02 - 0.51 mBq.m-3. The agreement with the measurement results of Urenco was rather poor.
Considering the natural gross-beta activity, and the ratio gross alpha / gross beta due to natural radon daughters in outside air it is unlikely that a release of uranium occurred in 2014. This procedure provides the RIVM with a method for determining the release of artificial alpha emitters into the environment.

RIVM carried out this counter-expertise on behalf of the Department of Nuclear Safety, Security and Safeguards of the Dutch Ministry of Infrastructure and Environment. Starting from the 1st of January 2015, the KFD is reorganized into the Authority for Nuclear Safety and Radiation Protection (ANVS).

Het RIVM controleert acht keer per jaar de metingen die de verrijkingsfabriek Urenco Nederland BV verricht in lozingen van radioactiviteit in afvalwater en ventilatielucht. Deze 'contra-expertise' dient als controle op de betrouwbaarheid van de analyses die Urenco zelf uitvoert. De te analyseren monsters worden verspreid over het jaar door Urenco genomen. Doorgaans komen de afvalwateranalyses overeen met de resultaten van Urenco.

Uit de metingen blijkt dat er in het afvalwater een lage totaal alfa- en totaal bčta-activiteit aanwezig is. De totaal alfa- en totaal bčta- resultaten in afvalwater komen in 2014 goed overeen. De radioactiviteit in ventilatielucht ligt zeer dicht bij het niveau van de hoeveelheid radon die van nature in de buitenlucht aanwezig is. Voor totaal alfa is een activiteitsconcentratie van 0,006 - 0,096 mBq.m-3 gevonden en voor totaal bčta 0,02 - 0,51 mBq.m-3. De overeenstemming met de meetwaarden van Urenco in ventilatielucht was matig.

Gelet op de natuurlijke totaal bčta-activiteit die veroorzaakt wordt door radon-dochters en de verhouding tussen de totaal alfa- en totaal bčta- activiteit in buitenlucht, is het aannemelijk dat er in 2014 geen vrijzetting van uraan in ventilatielucht heeft plaatsgevonden.

RIVM heeft de contra-expertises in 2014 uitgevoerd in opdracht van de Kernfysische Dienst van de Inspectie voor de Leefomgeving en Transport (ILT), van het ministerie van Infrastructuur en Milieu (IenM). De KFD is per 1 januari 2015 overgegaan in de organisatie van de Autoriteit Nucleaire Veiligheid en Stralingsbescherming (ANVS).
