News reports on the chemical plant of Dupont/Chemours in Dordrecht have shown that in the past workers were possibly exposed to the substances PFOA (perfluorooctanoic acid) or related salts and DMAC (N,N-dimethylacetamide). This urged the Minister of Social Affairs and Employment to ask for an in-depth study on the facts. To review these facts within the current context, RIVM received the assignment to describe the health risks and applicable standards known as a function of time. This survey allows placing the facts on the use of these substances by Dupont, the working processes applied at that time and the related risk management measures in the right perspective.

In this report, the RIVM provides a timeline showing which and when scientific knowledge on the health effects of these substances became publically available. In addition, the introduction and changes over time of the nationally and internationally maximum allowed concentration of these substances at the work place (limit values) are indicated. The timeline also shows the development of the hazard classification of the substances in the pertinent European regulations.

For this survey, the publically available scientific literature was searched for information on the health effects of the substances mentioned as well as on the assessment of these substances by regulating bodies. In addition, an inventory was made of when these studies were publically available for the first time. This could not always be determined with certainty. The quality of the scientific studies was not assessed.

Berichtgeving over de chemiefabriek Dupont/Chemours in Dordrecht heeft naar voren gebracht dat werknemers in het verleden mogelijk zijn blootgesteld aan de stoffen PFOA (perfluoroctaanzuur) of de bijbehorende zouten en aan DMAC (N,N-dimethylacetamide). Dit was voor de minister van Sociale Zaken en Werkgelegenheid aanleiding om een eenmalig diepgaand onderzoek naar de feiten te laten uitvoeren. Om de feiten in hun juiste context te kunnen bezien, heeft het RIVM de opdracht gekregen om de destijds bekende gezondheidsrisico's en geldende normstelling voor de stoffen in kaart gebracht. Met dit overzicht wordt het mogelijk de feiten omtrent het gebruik van deze stoffen door Dupont, de destijds gehanteerde werkprocessen en de daarbij behorende risicobeheersingsmaatregelen in perspectief te plaatsen.

In dit rapport geeft het RIVM met behulp van een tijdlijn weer wanneer welke wetenschappelijke kennis over de gezondheidseffecten van deze stoffen openbaar is geworden. Daarnaast wordt aangegeven wanneer welke nationale en internationale maximale concentraties golden voor blootstelling aan deze stoffen op de werkplek (grenswaarden). De tijdlijn bevat ook de ontwikkeling van de gevaarsindeling van de stoffen in de (Europese) regelgeving.

Voor dit overzicht is de openbare wetenschappelijke literatuur doorzocht op informatie over de gezondheidseffecten van de genoemde stoffen, evenals de evaluaties van deze stoffen door gezaghebbende instanties. Ook is geļnventariseerd op welk moment de studies voor het eerst openbaar zijn gemaakt. Dit is niet altijd met zekerheid vast te stellen. De kwaliteit van de wetenschappelijke onderzoeken is niet beoordeeld.
