English Abstract
A scheme for the safe transport of hazardous substances went into force in the Netherlands on 1 April 2015. The purpose of this Basic network, as it has been dubbed, is to create a balance between the transport of hazardous substances, spatial developments and safety for the surrounding areas. It entails a calculation of how safe the transport of hazardous substances is and expresses this in terms of risks. To this end, the substances are grouped in categories and a single example substance from each category is used for the risk analysis. This method is used because it is too time consuming to carry out a separate risk analysis for each individual substance for each transport route.

The example substances were established in the 1990s. Research carried out by RIVM shows that the example substances used are no longer typical of the substances being transported. The example substances are either seldom transported, if at all, or there are new insights into their toxicity. They are therefore difficult to justify to those involved when the method is explained. RIVM developed several options for actualization and is recommending new example substances. Insights into toxic effects of substances and the amount of transportation is taken into consideration.

A distinction is made between gases and liquids when calculating the risks. The risks calculated for toxic gases on the basis of the new example substances are lower than the initial ones. The risks calculated for two categories of toxic liquids are lower than the initial ones, and for two other categories, higher. The latter two categories concern a small number of substances that are transported in small quantities. The joint overall risk of all the substances is therefore not expected to increase.

This study was based on all the substances transported in the Netherlands and was commissioned by the Ministry of Infrastructure and Water Management. Recent transport figures, data on the toxic effects and risk calculations were analysed for the study. More detailed research is needed to determine the consequences for the calculated risks for separate routes.

Per 1 april 2015 is in Nederland een wet in werking getreden om gevaarlijke stoffen veilig te vervoeren. Dit zogeheten Basisnet is bedoeld om een evenwicht te creëren tussen het vervoer van gevaarlijke stoffen, ruimtelijke ontwikkelingen en veiligheid voor de omgeving. De veiligheid van het vervoer van gevaarlijke stoffen wordt berekend en in risico's uitgedrukt. Hiervoor zijn de stoffen in enkele categorieën samengevoegd en wordt per categorie één voorbeeldstof gebruikt voor de risicoanalyse.

De huidige voorbeeldstoffen zijn in de jaren negentig van de vorige eeuw bepaald. Uit onderzoek van het RIVM blijkt dat de giftige voorbeeldstoffen nu niet meer representatief zijn. Ze worden niet of zelden vervoerd, of er zijn nieuwe inzichten over de giftigheid ervan. Ze zijn daarom ook moeilijk te verantwoorden aan de omgeving wanneer de werkwijze wordt uitgelegd. Het RIVM heeft verschillende mogelijkheden voor actualisatie uitgewerkt en beveelt nieuwe voorbeeldstoffen aan. Daarbij is rekening gehouden met nieuwe inzichten over de giftigheid van stoffen en hoeveel ze vervoerd worden.

Bij de berekening van de risico's wordt een onderscheid gemaakt tussen gassen en vloeistoffen. Voor giftige gassen zijn de berekende risico's met de nieuwe voorbeeldstoffen lager. Voor twee stofcategorieën van giftige vloeistoffen zijn de berekende risico's lager en voor twee andere categorieën hoger. Bij de vloeistoffen met een hoger risico gaat het om klein aantal stoffen die in kleine hoeveelheden worden vervoerd. Hierdoor neemt het totale berekende risico van alle stoffen samen naar verwachting niet toe.

Dit onderzoek is gebaseerd op het totaal aan stoffen dat in Nederland wordt vervoerd. Om de gevolgen voor de berekende risico's voor afzonderlijke trajecten te bepalen is gedetailleerder onderzoek nodig. Het onderzoek is uitgevoerd op verzoek van het ministerie van Infrastructuur en Waterstaat (IenW). Het RIVM analyseerde voor dit onderzoek recente transportaantallen van giftige stoffen, gegevens over de giftige effecten en voerde risicoberekeningen uit.
