English Abstract
The activities of companies supervised by the State Supervision of Mines (SodM) can have an effect on the environment and on nature and can have consequences for persons in the vicinity. RIVM has carried out a survey to take stock of these effects. The survey focuses primarily on normal work activities and less on incidents. SodM requested the survey as it wishes to focus more on the protection of the environment and natural resources within the framework of its supervisory role. The company involved, the entity granting the permit, and the supervisory body each have their own responsibility, based on their specific role, for preventing, limiting, or reversing the negative effects insofar as possible.

The SodM sectors are the extraction of oil and gas (on sea and on land), geothermal energy, salt production, underground storage (natural gas, CO2), marine wind energy, gas pipeline network management, and follow-up remediation activities for coal mining in Limburg. For these sectors, a survey was carried out to determine which substances can end up in the air, the groundwater and surface water, the soil, and the (deeper) subsoil layers.

The survey also identified 20 gaps in knowledge of the environmental effects that are, in part, important for the energy transition. When it comes to realising the Paris (2015) climate goals, a great deal is expected to be gained from geothermal energy, wind turbines, and the underground storage of CO2, and the extraction of oil and gas will also be phased out. With regard to wind turbines, there is still insufficient knowledge available on the cumulative environmental effects of all the planned marine wind parks in the Netherlands. The consequences of the underground storage of CO2 in empty gas fields beneath the North Sea also need further investigation. With regard to geothermal energy, the dismantling of marine oil platforms, and the underground storage of CO2, it's important to structure supervision in such a manner as to ensure that the above-mentioned activities do not cause any unintended damage to the environment and to public health.

The knowledge gaps identified serve as input for a long-term environmental programme to develop knowledge and structure supervision, which the SodM is presently working on. Further research is needed for some of these gaps whereas for others, research has already been initiated. This research may lead to changes in daily practice, legislation and regulations, and policy.

De activiteiten van bedrijven waar het Staatstoezicht op de Mijnen (SodM) toezicht op houdt, kunnen effect hebben op milieu en natuur en gevolgen hebben voor mensen in de omgeving. Het RIVM heeft in een verkenning geļnventariseerd om welke effecten het gaat. De verkenning richt zich vooral op de reguliere werkzaamheden; incidenten komen minder aan bod. Het SodM heeft om de inventarisatie gevraagd omdat het de bescherming van het milieu en de zorg voor natuurlijke hulpbronnen intensiever bij het toezicht wil betrekken. Het desbetreffende bedrijf, de vergunningverlener en de toezichthouder hebben, ieder vanuit hun eigen rol, de verantwoordelijkheid de negatieve effecten zo veel mogelijk te voorkomen, te beperken of ongedaan te maken.

De SodM-sectoren zijn de olie- en gaswinning (in zee en op land), geothermie, zoutwinning, ondergrondse opslag (aardgas, CO2), windenergie op zee, netbeheer van gasleidingen en de nazorg van de kolenwinning in Limburg. Hiervoor is geļnventariseerd welke stoffen in de lucht, grond- en oppervlaktewater, bodem en de (diepe) ondergrond kunnen terechtkomen.

De inventarisatie signaleert ook twintig lacunes in kennis over de milieueffecten die deels van belang zijn voor de energietransitie. Om de klimaatdoelen van Parijs (2015) te realiseren wordt veel verwacht van geothermie, windturbines, ondergrondse opslag van CO2 en wordt de olie- en gaswinning afgebouwd. Van windturbines is nog onvoldoende bekend wat de effecten van alle geplande Nederlandse windparken op zee bij elkaar op het milieu zijn. Ook zijn de gevolgen van ondergrondse opslag van CO2 in lege gasvelden onder de Noordzee onvoldoende onderzocht. Bij geothermie, de ontmanteling van de olieplatforms op zee en de ondergrondse opslag van CO2 is het van belang het toezicht zodanig te organiseren dat de activiteiten geen onbedoelde schade aan milieu en gezondheid veroorzaken.

De geconstateerde kennislacunes leveren input voor een meerjarig milieuprogramma om kennis en toezicht te ontwikkelen, waar het SodM momenteel aan werkt. Voor een aantal is nader onderzoek nodig, voor andere is al onderzoek in gang gezet. Dat onderzoek kan aanleiding zijn om de praktijk, de wet- en regelgeving of het beleid aan te passen.
