English Abstract
The GenX technology is developed to produce substances called fluoropolymers. These substances are used, amongst other things, to make non-stick coatings. During the GenX process substances are released that virtually do not break down in the environment and are highly soluble in water (FRD-903, FRD-902). As a result, these substances spread quickly into the environment and are almost impossible to remove efficiently from the environment. The substances can also enter the food chain via the environment. There are concerns that GenX substances may have a negative effect on human health and the environment.

To limit the spread of GenX substances, it is important to know where these substances are found in the environment in the Netherlands. RIVM has collected the available measurement data for GenX substances over the period 2013-2018. The data show that the substances have entered the environment at the location where the GenX technology is used (in Dordrecht). They have also been found in places where the semi-finished products and waste from the GenX process are processed (in the provinces of Noord-Brabant and Zeeland). There may be other sources where GenX substances are released into the environment.

The levels found are on occasions higher than the (provisional) risk limits for these substances. This applies to both measurements in surface water, soil, and groundwater. This does not mean that there are immediate risks. However, when risk limits are exceeded, this may be a reason to further investigate this.

A nationwide picture of the presence of GenX substances in the environment in the Netherlands is lacking. Measurements of GenX substances are now limited to those parts of the Netherlands where the GenX substances are expected to occur. Initiatives are underway to measure substances from the PFAS group, which include the GenX substances, at various locations throughout the Netherlands. This may make it clear where these substances occur and from which (other) sources they may come. This information can help to better manage potential risks. The most effective way to control the risks of substances that are difficult to remove from the environment, is to take measures to control emissions at the source.

De GenX-technologie wordt gebruikt om stoffen te maken, fluorpolymeren. Deze stoffen worden onder andere gebruikt om coatings voor antiaanbaklagen te maken. Bij het GenX-proces kunnen stoffen vrijkomen die moeilijk afbreken en makkelijk in water oplossen (FRD-903, FRD-902). Daardoor verspreiden deze stoffen zich snel in het milieu en zijn ze er niet meer makkelijk uit te verwijderen. Via het milieu kunnen de stoffen ook in de voedselketen terechtkomen. Er bestaan zorgen over de mogelijke effecten van GenX-stoffen op mens en milieu.

Om de verspreiding van GenX-stoffen zo veel mogelijk te beperken is het belangrijk om te weten waar deze stoffen in Nederland in het milieu zitten. Daarom heeft het RIVM de beschikbare metingen naar GenX-stoffen over de periode 2013-2018 verzameld. Uit de metingen blijkt dat de stoffen voorkomen op de plekken waar de GenX-technologie wordt gebruikt (in Dordrecht). Daarnaast zijn ze gevonden op plekken waar de halffabricaten en afval van het GenX-proces worden verwerkt (in de provincies Noord-Brabant en Zeeland). Een landsdekkend beeld ontbreekt. Mogelijk zijn er nog andere bronnen waardoor GenX-stoffen in het milieu terechtkomen.

De gevonden gehalten zijn soms hoger dan de (voorlopige) risicogrenzen voor deze stoffen. Dit geldt zowel voor metingen in oppervlaktewater en grond als in grondwater. Dit betekent niet dat er meteen risico's zijn. Wel kan een overschrijding een reden zijn om er verder onderzoek naar te doen.

Metingen van GenX-stoffen beperken zich nu tot die delen van Nederland waar de GenX-stoffen naar verwachting voorkomen. Er lopen initiatieven om stoffen uit de PFAS-groep, waar de GenX-stoffen onder vallen, op verschillende plekken verspreid over Nederland te meten. Hiermee wordt mogelijk duidelijk waar deze stoffen nog meer voorkomen en uit welke (andere) bronnen ze komen. Dit kan helpen om eventuele risico's beter te kunnen beheersen. De effectiefste manier om risico's te beheersen van stoffen die slecht te verwijderen zijn uit het milieu, is de uitstoot bij de bron aan te pakken.
