English Abstract
Lelystad Airport is being converted into a passenger airport to take over part of the air traffic now being handled by Schiphol. The operation of the airport will have an effect on the surroundings. The Minister of Infrastructure and Water Management (I&W) wants to study these effects. RIVM was asked to submit a proposal for the following topics: 'noise beneath the routes', 'ultrafine particles' and 'annoyance and health'.

The proposal covers a four-year period of monitoring. An evaluation will then be carried out whether a follow-up is needed. The study is not only intended for the residents of the province of Flevoland but also for a broader context, namely for those living beneath the so-called flyover routes in the provinces of North Holland, Friesland, Drenthe, Gelderland, and Overijssel. The monitoring will begin with a so-called zero or baseline measurement before the airport opens.

The aircraft noise beneath the routes will be monitored using eight fixed and four mobile measurement stations. The contribution by aircraft to ultrafine particles will be measured with three devices at several locations. The measurement stations will provide online information about the noise levels and concentrations of ultrafine particles. The information will also be used to follow the changes over a longer period of time.

Local residents can experience annoyance from the aircraft noise. In order to obtain insight into health and annoyance aspects, RIVM proposes asking a fixed group of local residents to fill out an online questionnaire once a year. The Municipal Public Health Services (GGD) Health Monitor analyses the level of annoyance and sleep disturbanceonce every four years.

All the results of the programme are used as a basis to calculate the potential effects on the health of the residents.

Lelystad Airport wordt omgebouwd tot een passagiersluchthaven om een deel van het vliegverkeer van Schiphol over te nemen. Het gebruik van het vliegveld heeft effect op de omgeving. Het ministerie van Infrastructuur en Waterstaat (IenW) wil laten onderzoeken wat de effecten zijn. Het RIVM is gevraagd om een voorstel te doen voor de onderwerpen 'geluid onder de routes', 'ultrafijn stof' en 'hinderbeleving en gezondheid'.

Het voorstel beslaat een periode van vier jaar van monitoring. Daarna wordt geëvalueerd of een vervolg nodig is. Het voorstel is niet alleen bedoeld voor de bewoners van de provincie Flevoland, maar ook breder, namelijk voor degenen die onder de zogeheten aansluitroutes in Noord-Holland, Friesland, Drenthe, Gelderland en Overijssel wonen. De monitoring start al voor de opening van het vliegveld met een nul-meting

Het vliegtuiggeluid onder de routes wordt met acht vaste en vier mobiele meetposten gevolgd. De bijdrage van vliegtuigen aan ultrafijnstof wordt met drie apparaten op meerdere locaties gemeten. De meetposten geven via een website continu informatie over het geluidniveau en de ultrafijn stof concentratie. De informatie wordt ook gebruikt om de veranderingen over een langere periode te volgen.

Omwonenden kunnen last hebben van het vlieggeluid. Om de hinderbeleving en gezondheid in kaart te brengen, stelt het RIVM voor om een vaste groep omwonenden één keer per jaar een online vragenlijst te laten invullen. De GGD Gezondheidsmonitor brengt elke vier jaar de hinder en slaapverstoring in kaart.

Op basis van alle resultaten van het programma worden de mogelijke effecten op de gezondheid van de omwonenden bepaald.
