English Abstract
Risks can be so small that we deem them 'negligible'. This also applies to the risks resulting from radiation. When communicating with the public about radiation, the government sometimes uses the term negligible to indicate that there is no significant risk if people are exposed to a small quantity of radiation. This term is also used in radiation-related regulations in the Netherlands. Whether something is negligible or not is an opinion rather than a fact that can be determined scientifically. However, the government has not defined the risk or quantity of radiation it considers negligible.

RIVM has therefore summarised the historic use of, and meaning attributed to, the word negligible as applied to exposure to radiation. This summary was drawn up at the request of the Authority for Nuclear Safety and Radiation Protection (ANVS). RIVM also investigated the terms applied by international organisations to low radiation risks.

In the late eighties, the Dutch government put forward what could be considered a negligible quantity of radiation. Furthermore, it suggested that exposure to radiation resulting from human activities in for instance laboratories or industry, should be reduced to this level wherever possible, although, in practice, it became apparent that this target was unachievable. Since then, the use of the word negligible in relation to radiation has gradually decreased. In parallel, international organisations that are involved with radiation referred to what they considered a 'trivial' risk which they subsequently translated into a trivial radiation dose. This term was then used in European and Dutch regulations. These regulations also state that practices causing a trivial radiation dose do not require authorisation.

The values for negligible and trivial quantities of radiation are not the same. Moreover, the international organisations in question distinguish between radiation from natural and artificial sources. This was not the case in Dutch policy.

If, at any point in the future, the Dutch government wishes to label a particular level of radiation as negligible, it is important that how this level is determined, and the related obligations, are properly explained. It is also crucial to look at how society perceives risks. Finally, the question of whether a distinction between radiation from natural and artificial sources is necessary should be explored.

Een risico kan zo klein zijn dat we het 'verwaarloosbaar' vinden. Dit geldt ook voor de risico's die het gevolg zijn van straling. In de communicatie over straling gebruikt de overheid soms het begrip verwaarloosbaar om aan te geven dat er geen risico van betekenis is als mensen blootstaan aan een kleine hoeveelheid straling. Het begrip komt ook voor in de Nederlandse regelgeving over straling. Of iets verwaarloosbaar is of niet is een oordeel en geen wetenschappelijk te bepalen gegeven. Maar de overheid heeft niet aangegeven welk risico of hoeveel straling zij verwaarloosbaar vindt.

Het RIVM heeft een historisch overzicht gemaakt van het gebruik en de betekenis van het woord verwaarloosbaar bij de blootstelling aan straling. Dit overzicht is gemaakt op verzoek van de Autoriteit Nucleaire Veiligheid en Stralingsbescherming (ANVS). Ook is onderzocht welke termen internationale organisaties gebruiken voor kleine risico's van straling.

Eind jaren tachtig heeft de Nederlandse overheid voorgesteld wat een verwaarloosbare hoeveelheid straling zou kunnen zijn. Ook is toen voorgesteld de blootstelling aan straling als gevolg van menselijk handelen in bijvoorbeeld laboratoria of in de industrie zoveel als mogelijk tot dat niveau terug te brengen. Dit streven bleek in de praktijk echter niet realistisch. Sindsdien is deze beleidsdoelstelling verlaten, en is het woord verwaarloosbaar bij straling minder gebruikt.

Parallel hieraan hebben internationale organisaties die zich bezighouden met straling benoemd wat zij als een 'triviaal' risico zien. Dit hebben zij vervolgens vertaald naar een triviale hoeveelheid straling. Het resultaat is opgenomen in Europese, en in Nederlandse regelgeving. In die regelgeving is ook opgenomen dat voor handelingen die een dergelijke hoeveelheid straling veroorzaken, geen vergunning, registratie of kennisgeving nodig is.

De waarden voor een verwaarloosbare en een triviale hoeveelheid straling zijn niet hetzelfde. Bovendien hebben de internationale organisaties een onderscheid gemaakt tussen straling van natuurlijke en kunstmatige bronnen. In het Nederlandse beleid was dit niet het geval.

Wanneer Nederland opnieuw een verwaarloosbaar stralingsniveau wil bepalen is het van belang om goed uit te leggen hoe dit oordeel is bepaald en welke verplichtingen hieraan zijn verbonden. Ook is het van belang om te kijken hoe de samenleving risico's beleeft. Ten slotte is het de vraag of een onderscheid nodig is tussen straling van kunstmatige bronnen en van natuurlijke bronnen.
