Achtergrondwaarden perfluoralkylstoffen (PFAS) in de Nederlandse landbodem

RIVM has investigated the concentrations of PFAS substances in the soil at agricultural and natural locations throughout the Netherlands. PFAS stands for polyfluoroalkyl and perfluoroalkyl substances. These are manmade substances that do not occur naturally in the environment. Wellknown PFAS are PFOS, PFOA and GenX. PFAS are used in a great many products. As a result, these substances have ended up in the environment. This also occurred due to emissions of PFAS by factories and incidents whereby the substances were released. The substances can now also be found in the soil, in dredging spoil, and in groundwater and surface water.

Based on their concentrations, so-called background values have been determined for two commonly occurring PFAS (PFOS and PFOA). A background value indicates the quantity of PFAS already present in the soil. If the PFAS concentration in a soil is lower than the background value, then that soil may be moved elsewhere according to the rules of the Soil Quality Decree.

The background values apply to all of the Netherlands. In 2019, RIVM already determined temporary background values. These values were based on available measurements of PFAS concentrations by third parties in relatively clean areas. RIVM has carried out a new study at more than 100 locations in the Netherlands in order to obtain a complete national overview of the concentrations of PFAS in the soil.

The new national background values are higher than the temporary background values from 2019. This is because an extra margin was applied in 2019. That is no longer necessary due to the manner in which the new study was carried out.

In the present study, in addition to soil samples from agricultural and natural locations, soil samples were also analysed from built-up areas. The results show that the concentrations of PFAS in the latter areas are generally higher than in agricultural and natural locations.

Het RIVM heeft onderzocht wat de concentraties van de stoffen PFAS zijn in de bodem op landbouw- en natuurlocaties verspreid over Nederland. PFAS staat voor poly- en perfluoralkylstoffen. Dit zijn door de mens gemaakte stoffen die van nature niet in het milieu voorkomen. Bekende PFAS zijn PFOS, PFOA en GenX. PFAS worden in veel producten gebruikt. Daardoor zijn deze stoffen in het milieu terechtgekomen. Dat is ook gebeurd doordat fabrieken PFAS hebben uitgestoten en door incidenten waarbij de stoffen vrijkwamen. De stoffen zitten nu onder andere in de bodem, in bagger en in het grond- en oppervlaktewater.

Op basis van de concentraties zijn voor twee veelvoorkomende PFAS (PFOS en PFOA) zogenoemde achtergrondwaarden bepaald. Een achtergrondwaarde geeft aan hoeveel PFAS er al in de bodem zit. Als grond een lagere concentratie PFAS heeft dan de achtergrondwaarde, dan kan deze grond verplaatst worden binnen de regels van het Besluit bodemkwaliteit.

De achtergrondwaarden gelden voor heel Nederland. In 2019 heeft het RIVM al tijdelijke achtergrondwaarden bepaald. Die waarden waren gebaseerd op beschikbare metingen van derden van PFAS-concentraties in relatief schone gebieden. Om een compleet landelijk beeld te krijgen van de concentraties PFAS in de bodem heeft het RIVM nieuw onderzoek gedaan op meer dan 100 locaties in Nederland.

De nieuwe, landelijke achtergrondwaarden zijn hoger dan de tijdelijke achtergrondwaarden uit 2019. Dit komt omdat toen een extra marge is gebruikt. Door de manier waarop dit onderzoek is uitgevoerd, is dat niet meer nodig.

In het huidige onderzoek zijn niet alleen bodemmonsters van landbouwen natuurlocaties onderzocht, maar ook van bebouwd gebied. Hieruit blijkt dat de concentraties PFAS op deze plekken doorgaans hoger zijn dan op locaties met landbouw- en natuur.
