English Abstract
Health gains can be achieved by actively combating and decreasing physical inactivity. One of the factors probably influencing physical activity is the living environment. The Policy Document on Housing ('Nota Wonen' in Dutch) presents policy measures influencing the human living environment. The policy measures evaluated in this health effect report werefreedom of choice, to condense or thin out physical environments, and the application of information technology in houses. Freedom of choice will very likely lead to more physical inactivity, in particular among people who are already inactive, such as ethnic minorities and the poorly educated. Condensing one's physical environment will lead to more walking and biking but also to less recreational activity. Thinning out physical environments will enhance physical activity on the condition that social and road safety are ensured. This effect will occur mainly in the elderly and children, because of their reliance on their direct environments. The application of information technology in their homes will probably enhance the daily activities among the elderly. The effect on other subgroups of the population remains uncertain. Our case study showed the main explanation for the relationship between physical activity and physical environment to be socio-economic status. To prevent larger socio-economic health differences as a consequence of policy measures in the Policy Document", it is of crucial importance to ensure that this subgroup receives extra attention during the implementation of the evaluated measures.

Door voorkomen en verminderen van bewegingsarmoede in Nederland kan gezondheidswinst behaald worden. De inrichting van de woonomgeving is waarschijnlijk van invloed op het beweeggedrag van de bewoners. In de Nota Wonen worden een aantal beleidsvoornemens gepresenteerd die van invloed zijn op de inricht van de woonomgeving. De beleidsmaatregelen die in deze gezondheidseffectrapportage worden geevalueerd zijn keuzevrijheid voor de burger, verdichten of verdunnen van de woonomgeving en het toepassen van domotica. Keuzevrijheid leidt zeer waarschijnlijk tot meer bewegingsarmoede, met name bij de bevolkingsgroepen die al minder actief zijn zoals allochtonen en lager opgeleiden. Verdichten van een woonomgeving heeft enerzijds tot gevolg dat er meer gewandeld en gefietst kan worden in de woonomgeving. Anderzijds verdwijnt er bewegingsruimte uit de woonomgeving waardoor minder recreatieve beweging kan plaatsvinden. Verdunnen van een woonomgeving zal waarschijnlijk, onder de voorwaarde dat de sociale en verkeersveiligheid op peil is, bewegingsarmoede tegengaan. Met name voor ouderen en kinderen zal dit effect merkbaar zijn, omdat zij meer afhankelijk zijn van hun directe omgeving. Het toepassen van domotica zal voor ouderen een gunstig effect hebben op het uitvoeren van dagelijkse activiteiten. Voor andere subgroepen van de bevolking is dit effect moeilijk in te schatten. De case-studie wees uit dat de relatie tussen woonomgeving en lichamelijke activiteit met name wordt verklaard door sociaal economische status. Om te voorkomen dat door de implementatie van beleidsmaatregelen uit de Nota Wonen de sociaal economische gezondheidsverschillen groter worden, is het van cruciaal belang dat er extra aandacht wordt besteed aan de financieel minder draagkrachtigen.
