English Abstract
Which utility have the International Statistical Classification of Diseases and Related Health Problems (ICD-10) and the International Classification of Functioning, Disability and Health (ICF) of the World Health Organization? Is there a necessity for their application in the Netherlands? How does one optimize the development and implementation of international classifications in the Netherlands? International classifications have advantages and disadvantages due to their capability to aggregate and integrate different health data, according to international standards. The advantage of having comparable data is also a disadvantage: these data cannot cover all relevant and detailed data for client and professional.
The report describes structure, basic rules, utility and main applications of the WHO-FIC. International classifications distinguish from often monodisciplinary terminologies and in subject restricted measurement instruments by their multiple purposes, diversity and frequent use. In this way data from different origin can be joined into relevant health information. The necessity of international classifications is often sanctioned by its applicability for social laws (WMO, WSW, Wtcg) and its use in administration and statistics. These conclusions are also confirmed by different stakeholders in the Netherlands.
The development and implementation of international classifications demands for the performance of different activities, such as information and support to classification users (their applications, education and training), translation of international classifications and representing the experiences and deeds of the users in the international development of revisions and updates of international classifications.

Welk nut hebben de International Statistical Classification of Diseases and Related Health Problems (ICD-10) en de International Classification of Functioning, Disability and Health (ICF) van de World Health Organization (WHO)? Is er een noodzaak voor hun toepassing in Nederland? Hoe kun je de ontwikkeling en invoering van deze internationale classificaties in Nederland optimaliseren? Internationale classificaties hebben voor- en nadelen door hun vermogen tot het aggregeren en integreren van verschillende gezondheidsgegevens volgens internationale standaarden. Het voordeel van het bezit van op deze wijze vergelijkbaar gemaakte gegevens is tevens een nadeel: deze gegevens dekken niet alle relevante en gedetailleerde gegevens voor de cliënt en de beroepsbeoefenaar.
Het rapport beschrijft de structuur, de grondregels, het nut en de belangrijkste toepassingen van de WHO Family of International Classifications (WHO-FIC). Internationale classificaties verschillen van doorgaans monodisciplinaire terminologieën en qua onderwerp beperkte meetinstrumenten door hun meervoudige doelen, diversiteit en veelvuldige gebruik. Hierdoor kunnen gegevens uit verschillende bron tot relevante gezondheidsinformatie worden samengevoegd. De noodzaak van internationale classificaties wordt vaak bekrachtigd door hun toepassing in sociale wetgeving (WMO, WSW, Wtcg) en gebruik in administratie en statistiek. Deze conclusies zijn ook bevestigd door diverse 'stakeholders' in Nederland.
De ontwikkeling en invoering van internationale classificaties vereist dat verschillende activiteiten worden uitgevoerd, zoals de voorlichting aan en ondersteuning van classificatiegebruikers (hun toepassingen, onderwijs en training), de vertaling van internationale classificaties en het verduidelijken van de ervaringen en handelingen van gebruikers bij de internationale ontwikkeling van revisies en updates van internationale classificaties.
