English Abstract
The collaboration between Youth Health Services (YHSs) and the Centres for Youth and the Office for Youth Care (OYC) needs to be strengthened in order to provide optimal support to vulnerable children from dysfunctional families. The current collaboration is deemed inadequate and recent research shows that many improvements are needed.
The National Institute of Health and Environment's Centre for Youth Health (RIVM/CYH) commissioned the research office "Partners in Jeugdbeleid" to examine the current situation and to identify the problem areas. The study shows that improvements are needed in the following five areas: - awareness of each others tasks and roles; - information flow from YHSs to OYC - feedback from OYC to YHSs; - agreement on care coordination; - cooperation with respect to multi-problem families. The RIVM/CYH has published the guideline "Collaboration of Youth Health Care and the Offices for Youth Care" in order to address these problems.
Covenants should be drawn up between local YHSs organizations and the local Office for Youth Care stating how they propose to improve their collaboration. This covenant should include a clause stating what action will be taken if one party does not adhere to its part of the agreement. Agreements will have to be updated and assessed on a regular basis in order to ensure the continual development of the collaboration. However, it is important to realize that there are differences in the target groups YHSs and OYC. The YHSs targets children from 0-19 years in the Netherlands, while the OYC targets disadvantaged children from families with serious parenting problems, which constitute less than 5 % of all children.
It is recommended to expand the CYH's National Information Bank in consultation with GGD Nederland, Actiz and the MOgroup Youth Care. The study also highlights the increasing demand for the exchange of knowledge, experience and materials with other regions.

Het Centrum Jeugdgezondheid van het RIVM heeft het Standpunt Samenwerking jeugdgezondheidszorg (JGZ) en bureau jeugdzorg (BJZ) uitgebracht. De samenwerking tussen deze twee instanties is namelijk onvoldoende, zo blijkt uit onderzoek van 'Partners in Jeugdbeleid', dat in opdracht van het RIVM is uitgevoerd. JGZ en BJZ moeten investeren in samenwerken om kinderen met opvoed- en opgroeiproblemen zo goed mogelijk te kunnen helpen. Vijf punten moeten verbeterd worden: de bekendheid met elkaars taken en rollen, de informatieoverdracht van JGZ naar BJZ en de terugkoppeling vanuit BJZ naar JGZ, de afspraken op het gebied van zorgcoördinatie en de samenwerking rond gezinnen met meervoudige problematiek.
In het standpunt wordt aanbevolen dat een JGZ-organisatie en een Bureau Jeugdzorg een Convenant sluiten over de manier waarop zij samen aan de vijf genoemde te verbeteren punten werken. Daarnaast staat daarin hoe zij handelen indien de gemaakte afspraken niet worden nagekomen. Afspraken zullen ook regelmatig geevalueerd en bijgesteld moeten worden om naar een goede samenwerking toe te kunnen groeien.
Verder wordt aanbevolen de landelijke informatiebank van Centrum Jeugdgezondheid in overleg met GGD Nederland, Actiz en de MOgroep Jeugdzorg uit te breiden met voorbeelden van convenanten en van samenwerking. Ook wordt aanbevolen dat het Nederlands Centrum Jeugdgezondheid (NCJ, de opvolger van het Centrum Jeugdgezondheid van het RIVM) samen met GGD Nederland, Actiz en de MOgroep Jeugdzorg bijeenkomsten organiseert om kennis, ervaringen en materialen met andere regio's uit te wisselen.
