English Abstract The ambitious policy plans of the Fourth Dutch National
Environmental Policy Plan (NMP4) are technologically feasible, with
challenges on the political, social an institutional area. In September
2000 the Fifth Dutch National Environmental Outlook was published. It shows
that several environmental problems, such as climate change, biodiversity
decrease and urban air quality, will be hard to deal with in the decades to
come. The NMP4 is a governmental reaction on the environmental issues posed
and involves a strategic policy plan for the long term (2030). Ambitions
are high: the aim is to protect in a sustainable way at least 95% of all
nature in The Netherlands, as well as to abolish all environmental public
health effects. Apart from these environmental health risks, several
unproven health risks exist, such as radiation from cellular phones or power
lines. These may pose problems in the future and therefore deserve
attention as well. To realise the ambitious goals, emissions of acid
substances, fine particulate matter and volatile organic compounds will have
to be reduced by 70-90%. With present-day technologies and developments in
technology, these percentages are hardly conceivable. The 95%-ambition with
respect to protection of natural area requires a mix of generic and
area-specific policy, with possible additional effect oriented measures. To
deal with the effects of climate change, CO2 emissions will have to decrease
by 30-50% within the following decades in Western Europe. This seems
technologically feasible at relatively low costs. Main challenges are of
political, institutional and social nature.

De 5e Nationale Milieuverkenning, die in september 2000
is verschenen, liet zien dat de komende decennia een aantal milieuproblemen
moeilijk oplosbaar zal zijn. Voorbeelden hiervan zijn klimaatverandering,
de achteruitgang in biodiversiteit en de stedelijke luchtkwaliteit. Het
onlangs gepresenteerde Nationaal Milieubeleidsplan 4 - de beleidsmatige
reactie op de Milieuverkenning - bevat de strategische beleidslijnen voor de
lange termijn (2030). De ambities zijn hoog: uiteindelijk moet 95% van de
natuur in Nederland duurzaam worden beschermd en op termijn mogen er geen
milieugerelateerde gezondheidseffecten meer zijn. Momenteel is minder dan
10% van de natuur in Nederland duurzaam beschermd en is het
milieugerelateerde gezondheidsverlies ongeveer 2-5% van de totale
gezondheidsverliezen in Nederland. Naast de bewezen milieugerelateerde
gezondheidsrisico's zijn er diverse nog onbewezen maar niet uit te sluiten
risico's voor de volksgezondheid. Voorbeelden zijn de mogelijke
gezondheidseffecten van micro-organismen, hormoonontregelende stoffen
(oestrogenen), genetisch gemanipuleerde organismen, GSM-apparatuur en
hoogspanningslijnen. Om de NMP4-ambities te kunnen realiseren zullen de
emissies van met name NOx, VOS, ammoniak en fijn stof in Nederland met
70-90% ten opzichte van 1990 moeten worden gereduceerd. Dergelijke
reductiepercentages zijn met de huidige, bekende technologieen nauwelijks
voorstelbaar. De 95%-natuurbeschermingsambitie vraagt om een combinatie van
generiek en gebiedsgericht beleid, eventueel aangevuld met effectgerichte
beheersmaatregelen. Door verplaatsing van landbouwbedrijven uit een zone
van 500 meter rond natuurgebieden kan het percentage (voor stikstof)
beschermde grote natuurgebieden in 2010 worden verhoogd van circa 30% tot
boven de 50%. Om de effecten van klimaatverandering het hoofd te kunnen
bieden, zal de emissie van CO2 in West-Europa de komende decennia met 30-50%
moeten worden teruggedrongen. Technologisch lijkt er veel mogelijk, tegen
relatief geringe kosten. De belangrijkste uitdagingen liggen op het
politieke, sociale en institutionele vlak.
