The registration of the non-curative control of sexually transmitted diseases (STD) in the Netherlands was implemented at a national level in 1984. The STD registration is carried out by nurses working in the STD control at municipal health services and six STD clinics. It includes all clients who consult the Municipal Health Service or STD clinic for an STD examination or HIV test. Information on gender, age, town of residence, nationality, diagnosis and some background variables (sexual preference, prostitution and drug use) is collected routinely with the use of a standardised registration form. The objectives of this study were to evaluate the use and contents of the registration form and the methods of data reporting. The study was carried out among all social nurses who actually use the registration form (excluding the municipal health services in Amsterdam and Rotterdam). A questionnaire was developed dealing with several subjects like the internal organisation of the STD control, the procedures for filling in and sending out the registration form, the contents of the registration form and the analysis and reporting of the results. The results show that the internal organisation of the non curative STD control may vary per health service and STD clinic. The registration forms are not filled in consistently for clients diagnosed with an STD or with a request for an HIV test. They also reveal that the purpose of some items at the registration form, particularly those concerning personal information (date of birth, nationality) on the client, is doubted. Therefore these items were not filled in properly. In general, reporting on the overall results was considered to be very useful. Annual reporting at local and national level seems to be the most appropriate. Finally, it became clear that the participants will support the computerisation of the entire STD registration. However, in half of the health services some difficulties arose concerning the need for additional personal information of clients to create an unique code to link up with a national surveillance system for infectious diseases in general. It is recommended that the procedures for filling in and sending out the registration forms will be standardised in the near future and that the instructions for using the form will be improved. By underlining the necessity of collecting additional personal information, without violating the confidentiality and anonymity of the client, the commitment to the registration can be improved. Finally, it is recommended that the STD registration will be computerised in the near future which will also improve the frequency of reporting.

De registratie van de niet-curatieve Seksueel Overdraagbare Aandoeningen (SOA) -bestrijding wordt uitgevoerd door sociaal-verpleegkundigen. Er worden clienten geregistreerd die zich met een SOA-hulpvraag of een HIVtest-verzoek melden bij de GGD of SOA-polikliniek. Naast de gebruikelijke gegevens (geslacht, leeftijd, woonplaats, type SOA) worden ook gegevens geregistreerd over land van herkomst, seksuele gerichtheid, prostitutie en druggebruik. Het doel van dit onderzoek is, ten einde de registratie te optimaliseren, het evalueren van het registratieformulier dat gebruikt wordt voor deze registratie, het in kaart brengen van de interne organisatie van de niet-curatieve SOA-bestrijding en de mogelijkheden voor automatisering. Het onderzoek is uitgevoerd met behulp van een vragenlijst onder alle sociaal-verpleegkundigen bij GGD-en en SOA-poliklinieken die het registratieformulier gebruiken. De vragenlijst bestond uit een aantal onderdelen, te weten: interne organisatie niet-curatieve SOA-bestrijding, procedures voor het invullen en opsturen van het registratie-formulier, inhoud van het registratieformulier en automatisering en terugrapportage. Uiteindelijk hebben 52 van de 54 aangeschreven GGD-en met het onderzoek meegedaan. Uit de resultaten blijkt dat aan de interne organisatie niet bij alle GGD-en op dezelfde wijze vorm gegeven wordt en dat bij een aantal GGD-en niet altijd een registratieformulier ingevuld wordt voor clienten bij wie een SOA-onderzoek of HIVtest uitgevoerd wordt. Voorts blijkt dat bij een aantal GGD-en problemen bestaan bij een aantal vragen, met name de vragen over persoons-gegevens ; sociaal-verpleegkundigen twijfelen aan het nut van enkele van deze gegevens en vinden ook dat de anonimiteit in het gedrang komt. Dit heeft tot gevolg dat de persoonsgegevens niet altijd ingevuld worden. Uit de resultaten blijkt verder dat er een grote maar diverse behoefte bestaat aan terugrapportage van de gegevens, waarbij een jaarlijkse terugrapportage op lokaal en landelijk niveau het meest tegemoet lijkt te komen aan de wensen van de GGD-en. Tenslotte is duidelijk geworden dat er voldoende bereidheid is voor automatisering maar dat er bezwaren zijn bij iets meer dan de helft van de GGD-en tegen het invoeren van extra persoongegevens, nodig voor het maken van een unieke code per client. Er dienen initiatieven genomen te worden om de uniformiteit in de procedures voor het invullen en opsturen van de formulieren te verbeteren. Tevens moet de toelichting bij het formulier worden aangepast door meer nadruk te leggen op het belang van het registreren van de persoonsgegevens. Tenslotte moeten de mogelijkheden voor automatisering nader worden bekeken.
