English Abstract This report contains an outline for a strategic
planning exercise on global problem, specifically climate change in relation
to population growth, energy and food supply. First, a theoretical
introduction is given on the nature of so-called policy exercises and
decisionmaking on international environmental problems. Then, the partially
finished version of the world 4.0 simulation model and a first set-up of
the strategic planning exercise are discussed. The report is a pilot study,
partly financed by the Dutch National Research Program on Air Pollution and
Climate change.
